Description | **As of October 27, 2022, this project has not yet been awarded. The project is expected to be awarded on November 21, 2022** Project consists of a new 6,800 square foot fire station (FS 56) located on the west side of Lovers Lane, approximately 400 ft south of Tulare Avenue. The new building construction is a combination of concrete, masonry, steel, and wood. Portions of the existing site are being demolished to facilitate construction of the new facility. The project includes development of 0.82acres of site improvements around the building including curb, gutter, sidewalk, paving, and concrete driveways. Estimate for Total Project Cost: Project cost range is anticipated to be $6,000,000.00 The City of Visalia does not provide an Engineer's Estimate; however the total Project Budget is $6,000,000 which is an estimate of the total project delivery costs including, but is not limited to, construction, engineering design, construction support, city project management and administrative costs. Bids are required for the entire work, complete and in place. Time of Completion: Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time (365 calendar days after the date established in the Notice to Proceed for commencement of the Work). Public Works Construction: This is a public works construction project and therefore subject to State and other requirements, including payment of prevailing wages, registration with the Department of Industrial Relations, Monitoring by the Labor Commissioner and other requirements outlined in the City of Visalia Labor Compliance Manual (incorporated by attachment to bid document). Bidders/Contractors/Subcontractors must be registered with the State of California Department of Industrial Relations in compliance with SB854 which states: A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5. Awarded Contractor will be required to furnish electronic payroll records for project to the Labor Commissioner. Contractor's License: No bid will be accepted from a Contractor who has not been licensed in accordance with provisions of Chapter 9 of Division 3 of the State of California Business and Professions Code. The successful bidder must possess the following license classification to be awarded the contract for this project: Class B-General Building Contractors license. Business Tax Certificate: All Contractors and/or subcontractors performing work on this project shall be required to obtain a City of Visalia Business Tax Certificate. No payment will be made to any Contractor until such license is obtained. Construction of a new fire station facility on a 1.25 acre site on Lovers Lane between Tulare Ave and Walnut Ave. Project includes onsite improvements with paved areas, building, landscape, structural, mechanical, plumbing, electrical, fire protection, alarm, and communications systems. Work also includes offsite work on Lovers Lane, including traffic signalization and median modifications. 2. Bid Item 1 Traffic Control - Payment for Traffic Control shall be at the contract lump sum price and shall include full compensation for furnishing all labor, materials, tools, equipment and incidentals, and for doing all the work in accordance with Section 12 "Traffic Control; Construction Area Traffic Control Devices," of the Standard Specifications, the Special Provisions, the Contract Documents, and as directed by the Engineer including, but not limited to, furnishing equipment, signs, devices, barriers, pavement markings, channelizers, flaggers as required, performing road closures and detours, temporary pavement installation and removal and disposal, temporary fences, securing approval of traffic control plans, paying permit fees, traffic control plan design, notifications, providing convenient access to adjacent residences and businesses, and all devicesrequired for the control of traffic as herein provided.
