Description

As of March 16, 2023, Classic turf will likely be awarded the contract on 4/5/23 in the amount of 1, 327, 911 – needs to go BOS for approval – around or about 7/1/23. The Project generally consists of reconstruction of the existing running track, drainage replacement, and site restoration. Bids will be received for a single prime Contract. Bids shall be on a lump sum basis as indicated in the Bid Form. Portland High School Track & Field Improvements - 95 High Street Portland, Connecticut. The general intent of the Work is: Running Track: 1. Remove and dispose track surfacing on oval, runways and high jump event area. 2. Remove and dispose concrete perimeter channel drain and concrete curbing. 3. Remove or reclaim bituminous concrete pavement - full depth. 4. Remove and replace 6" existing base material with either new processed aggregate or reclaimed asphalt per geotechnical report. 5. Install underdrains where shown on plans and in accordance with geotechnical report. 6. Install new track edge drain set in flush concrete curbs. 7. Storm Drainage Allowance - An allowance has been provided to account for work associated with connecting the new track edge drain to the existing subsurface storm drainage system. 8. Furnish and install new 6" thick bituminous concrete base per geotechnical report. 9. Furnish and install new running track surfacing on running track oval, high jump event area, pole vault runway and landing area and long jump/triple jump runways. 10. Paint all running track event markings. 11. Bid Alternate No. 1 - Construct a shot-put event area with concrete throwing circles, recessed throw ring, toe board, and timber edging lined stone dust landing sector. 12. Bid Alternate No. 2 - Remove the existing 4' ht. chain link fence and gates encompassing the running track, and replace with new 4' ht. PVC powder coated black chain link fence and gates. Digital (PDF) copies of the Bidding Documents may be obtained from the Issuing Office by sending an emailed request to Tom Robinson, Director of Finance at trobinson@portlandct.org. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder's date of receipt of the Bidding Documents. Addenda, if any, will be emailed to all recorded plan holders and posted on the Town's website. Printed sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Bids must be accompanied by a Bid Bond in the amount of five percent of the Bid. The successful Bidder will be required to provide Performance and Payment Bonds each in the amount of one hundred percent of the Contract Price. The successful Bidder shall comply with the requirements of Prevailing Wage Rate Laws in accordance with Section 31-53 of the Connecticut General Statutes. Bidders are advised that both the Department of Administrative Services Prequalification Certificate and Update (Bid) Statement must accompany the bid if the bid exceeds $500,000 (C.G.S. 4b-91 as amended). The Contract Documents require affirmative action of the Contractor and subcontractors to ensure equal employment opportunity as noted in Governor's Executive Orders 3 and 17. The contractor who is selected to perform this State funded project must comply with CONN. GEN. STAT. 4a-60, 4a-60a, 4a-60g, and 46a-68b through 46a-68f, inclusive, as amended by June 15 Special Session Public Act 15-5. State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract for award to subcontractors holding current certification from the Connecticut Department of Administrative Services ("DAS") under the provisions of CONN. GEN. STAT. 4a-60 (25% of the work with DAS certified Small and Minority owned businesses and 25% of that work with DAS certified Minority, Women and/or Disabled owned businesses). The contractor must demonstrate good faith effort to meet the 25% set-aside goals. For municipal public works contracts and quasi-public agency projects, the contractor must file a written or electronic non-discrimination certification with the Commission on Human and Opportunities. The Owner is exempt from payment of Sales and Use Taxes on all materials and equipment to be incorporated in the Work. These taxes shall not be included in the Bid. Unless provided for by the Instruction to Bidders, no Bid may be withdrawn until sixty (60) days after the Bid Opening. The Town reserves the right to: reject any or all bids; make extensions to review Bids; waive informalities or defects; and to accept the Bid that, in the Town's judgment, will be in its best interests. All work performed in connection with the proposed project will be subject to all applicable federal, state and local laws, ordinances and regulations. The Invitation To Bid is not binding on the Town. The Town reserves the right to revise or amend the plans and specifications from time to time as it deems necessary. The Invitation To Bid has been prepared solely to solicit bids and does not constitute a contract offer. The Town reserves the right to amend, cancel, postpone, withdraw, or resubmit this Invitation for Bid at any time if it is in the best interest of the Town to do so.
