All bids must be filed with the Southeast Iowa Regional Airport Authority on or before the time herein set. All bids must be on file electronically on or before the time herein set. Each bid shall be accompanied by a Bid Bond in an amount equal to five (5%) of the total amount of the bid. Bid Bonds must be on the form provided with the Contract Documents. The Certified Check, Certified Share Draft or Cashier's Check shall be drawn on a bank or Credit Union in Iowa or a bank or Credit Union chartered under the laws of the United States of America and payable to the Southeast Iowa Regional Airport Authority as security that if awarded a contract, the bidder will enter into a contract at the prices bid and furnish the required performance and payment bonds and certificates of Insurance. The Certified Check, Certified Share Draft or Cashier's Check may be cashed, or the Bid Bond forfeited, and the proceeds retained as liquidated damages if the bidder fails to execute a contract or file acceptable performance bonds or provide an acceptable certificate of insurance within fifteen (15) calendar days after the acceptance of his proposal by resolution of the Airport Authority. No bidder may withdraw a proposal within ninety (90) days after the date set for opening bids. Proposals received will be presented to the Southeast Iowa Regional Airport Authority and considered at a meeting presided over by the Chair, to be held at the Southeast Iowa Regional Airport in the office at 2515 Summer Street, Burlington, Iowa, at 8:00 am on the 17 th of March, 2023. At such time and place, the Southeast Iowa Regional Airport Authority shall also hold a Public Hearing on the proposed Plans, Specifications, form of Contract and estimate of cost for the construction of said improvements hereinafter described in accordance with the provisions of Chapter 384, Code of Iowa, at 8:00 am on the 17 th of March, 2023 at the Southeast Iowa Regional Airport, Burlington, Iowa. At the hearing, the Southeast Iowa Regional Airport Authority will receive and consider any objections made by any interested party, to the Plans and Specifications, proposed form of Contract, and the estimate of the cost for the project Work Phase Contract Time Liquidated Damages Phase 1 30 Working Days Project Closeout 14 Calendar Days IDOT PROJECT NO. 9I210BRL100 (FY22) IDOT PROJECT NO. 9I210BRL100 (FY23) The Owner has established a TSB contract goal of 1.51 percent for this contract.
