Description

Daily removal of sludge solids from digester tanks at the Trenton Sewer Utility for a period of two (2) years starting July 1, 2023 with the option to extend an additional two (2) years. 1) The contractor shall be responsible for the daily removal and ultimate disposal of the liquid sludge from the Trenton Sewer Utility's sludge digester tanks at a target rate of 315,000 gallons per week. The actual weekly removal rates may vary +/- 33% of the target rate at the discretion of Sewer Utility management. The contractor must remove at a minimum of five (5) days per week. The schedule for daily removal, days, and times, shall also be at the discretion of Sewer Utility management. 2) The Trenton Sewer Utility shall provide access to the sludge solids via a valved discharge pipe that terminates at a flexible length of hose that is suitable for truck tankard top loading only. A raised platform, provided by the Sewer Utility, allows access to the flexible hose discharge and shutoff valve. A centrifugal pump in the basement of the digester, also provided by the Sewer Utility, shall pump the sludge solids to the truck tankard. A start/stop station is provided on the raised platform for the operation of the centrifugal pump. 3) The contractor shall be responsible for: A) Placing their truck tankard in a suitable location with respect to the raised platform, to accommodate the flexible discharge hose. B) Placing the flexible discharge hose in the truck tankard for discharge. C) Opening the discharge valve and turning on the loading pump-both done manually. D) Turning off the loading pump and closing the discharge valve when the truck tankard is full. E) After draining the flexible discharge hose the contractor shall replace it in its holder and walk (not drive) the paperwork to the main pump station for signature. 4) The contractor shall be liable for any damage, resulting from the contractor's negligence to the raised platform, discharge piping, valves, or pumps that are the property of the Trenton Sewer Utility. The contractor shall be responsible for correcting at their expense and to the complete satisfaction of the Trenton Sewer Utility any damages to the aforementioned property of the Trenton Sewer Utility. 5) The contractor shall be liable for any sludge spills that may result from the contractor's removal and disposal activity. This includes, but is not limited to, responsibility for cleanup and for satisfying the requirements of any penalties that may be imposed due to a sludge spill. This requirement is not limited to sludge spills that occur at the Trenton Sewer Utility, but shall extend to any spill involving sludge solids that the contractor has removed from the Trenton Sewer Utility. In addition, the contractor shall be liable for any and all fines levied against the City of Trenton for failure to dispose of its sludge in a manner consistent with the law.
