Description

The City of Gastonia is seeking proposals from qualified environmental consultant firms and/or individuals to provide Lead-Based Paint and Asbestos Inspection and Testing Services. The City of Gastonia Housing and Neighborhoods Division, provides financing for the rehabilitation of owner-occupied single family homes of low- to moderate-income residents. The City also provides assistance to eligible first-time homebuyers toward the down payment and closing costs for the acquisition of housing. Funding for the requested services are provided through the Community Development Block Grant (CDBG) Program from the U.S. Department of Housing and Urban Development (HUD ). The City wishes to engage the services of a contractor who is an EPA certified lead-based paint inspector, and who is an EPA certified lead-based paint risk assessor to perform a surface-by-surface investigation (interior and exterior) to determine the presence and quantity of lead-based paint in identified single family homes, and to submit to the City a signed report providing the findings of the inspection. Each report shall clearly identify all interior and exterior painted, stained, varnished or shellacked building components that have been inspected using standard industry names for these building components that are commonly used. In addition, the City also wishes to engage the services of a contractor with North Carolina Accreditation in Asbestos Hazard Management to conduct inspection services varying in scope as defined by the City of Gastonia. Inspection services may range from simple reconnaissance-level observation (no sampling or testing) to full-scale asbestos surveys of sufficient detail which may include sampling, lab testing, and comprehensive report preparation to satisfy regulatory agencies in the course of building renovations, demolition, etc., involving asbestos containing materials (ACM). The City of Gastonia reserves the right to reject proposals.
