Description | The City of Napa is requesting proposals from qualified individuals or firms to install and operate an Automated Red Light Enforcement System at 4 intersections in the City. The City has identified the following intersections as High Injury Intersections by the City's Local Roadway Safety Plan and seeks to deploy ARLES at multiple approaches at 4 of the following intersections: 1. Soscol Ave at W. Imola Ave. 2. SR 29 at Trower Ave 3. Lincoln Ave at Soscol Ave 4. SR 29 at Wine Country Ave 5. Silverado Trail at Lincoln Ave/Clark Street 6. Redwood Rd at Solano Ave. 7. SR 29 at SR 12 8. W. Imola Ave. at SR 29 NB Ramps 9. SR 29 at Salvador Ave 10. Soscol Ave at Shetler Ave. 11. Jefferson at Sheridan number of intersections and approaches will be identified by the City as a part of the Agreement negotiations prior to the City's execution of the Agreement with the successful Vendor. The City will select the 4 intersections from the list above based on the following criteria: Number of head on and broadside collisions Frequency of red light violations Volume of traffic Speed of traffic Volume and speed of mainline vs side street approaches Number of accidents with a primary collision factor of signs, signals and right of way violations. The City has prepared a draft scope of Services attached hereto as Attachment 1 and incorporated herein ("Draft Scope of Services"). The final scope of services to be included in the Agreement with the successful Vendor will be based on the Draft Scope of Services as well as the Proposed Scope of Services (as defined in Section VI below) provided by the successful Vendor in its Proposal and may be the subject of negotiations between the City and the successful Vendor. Questions are due by 9/23 at 5PM PST, responses will be posted by 9/30 at 5PM PST. |
