Description | Construct a Medical Waste Incinerator Facility. Project includes incinerators, refuse and garbage building, building information systems, fire protection and alarm systems, Intrusion Detection System (IDS) installation, and Energy Monitoring Control Systems (EMCS) connection. The incinerator facility will include laboratory, medical, new state-of-the-art infectious medical waste incinerators to dispose of all laboratory, medical and infectious waste generated on Ft Detrick, Maryland including Biosafety Level 3 and Biosafety Level 4 (BSL3/BSL4) waste. The proposed MWI is needed because the National Interagency Biological Campus (NIBC) at Fort Detrick generate Regulated Medical Waste from mission related research in BSL3 and BSL4 laboratories. BSL-3 laboratories study infectious agents or toxins that may be transmitted through the air and cause potentially lethal infections. BLS-4 laboratories study infectious agents or toxins that pose a high risk of aerosol-transmitted infections and cause life-threatening disease for which no vaccines or therapies are available. The materials coming out of these laboratories are categorized as regulated medical waste, due to exposure to infectious agents, production of biologicals and testing of pharmaceuticals. Regulated Medical Waste requires incineration for disposal and must occur an environmentally sound manner that adheres to safety, security standards and regulations. The MWI will be capable of handling the waste in accordance with regulatory standards. Its location on the campus with the NIBC will prevent the public from being exposed to the waste, prohibits exposure of sensitive materials to the public, and will be sustainable and reliable. The new building and the incinerators shall meet all Federal and state and Clean Air Act requirements for laboratory, medical and infectious waste incineration. Supporting facilities include site development, utilities and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage information systems, site clearing and grading, landscaping, and signage. Building information systems for this project are unique in nature and not included in the unit cost of the building. Heating and cooling will be provided by self-contained units. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided. Comprehensive building and furnishings related interior design services are required. Access for individuals with disabilities will be provided. Cyber Security Measures will be incorporated into this project. This project is required to dispose of approximately 1 million pounds of laboratory, medical and infectious waste generated on Fort Detrick. This will eliminate the requirement for transportation of laboratory medical waste on public highways. The project will enhance security by ensuring that all waste will be disposed of as ash in the Fort Detrick's landfill. *The value for this project is based on a financial range.
