Description

The City of West Columbia (City) is requesting proposals to remove and replace approximately 3,300 square feet (SF) of existing roof systems, insulation, membrane flashing and applicable sheet metal flashing down to the existing metal decking and replace with new membrane roof system, flashing and insulation To be considered, proposals must be received by the City on or before the date and time specified in the Request for Proposals. Offeror must submit a completed response to this Request for Proposals using the format specified. Contact Mr. Curtis Martin for site visits. Respondents must conduct a site visit prior to submitting a proposal. Site visits must be coordinated through Curtis Martin Other Relevant Information The award of a contract shall be the sole discretion of the City. The award(s) shall be based on the evaluation of all information the City may request. The City reserves the right to accept or reject any or all proposals in whole or in part and to waive any informalities in the RFP. Further, the City reserves the right to enter into a contract deemed to be in its best interest. From the time the proposal is first advertised to the time a contract is signed, all Offerors and contents of any proposal shall be kept confidential. It is the intention of the City to make every effort to be fair and equitable in its dealings with all candidates for selection. However, the City reserves the right to reject all Proposals. Issuance of this Request for Proposals does not commit the City of West Columbia to award a contract, to pay any costs incurred in preparation of a Proposal or to procure related services or supplies Work will include; o demolition of deteriorated existing metal decking discovered once roofing systems are removed will be replaced on "cost per square foot" basis. o Mechanically fasten layer of 2" polyisocyanurate insulation over the roof area using approved fasteners and insulation plates. o Tapered insulation will be installed between existing scupper outlets and at high side of existing curbs to help direct waterflow toward scupper outlets. o Install new treated wood nailers along perimeter edges as applicable to match thickness of new insulation assembly. o Install a mechanically fastened white or gray reinforced .060 TPO roof membrane system over the roof area. Color to be chosen by Owner. o Install new TPO membrane flashings along columns through roof. Waterblock sealant, termination bar and metal counterflashing will be installed along top edge of applicable column flashings. o Remove and dispose of existing coping assembly. Install new TPO membrane flashings along applicable parapet walls, flashing to extend up and over the applicable parapet walls. o Install new 24 ga. Kynar finish metal coping assembly on top of existing parapet walls. o Install new TPO membrane flashings around existing curbs. Waterblock sealant, termination bar and metal counterflashing will be installed along top edge of applicable curb flashings. o Install new TPO membrane flashing around existing roof penetrations. Where applicable, pre-formed pipe boots and flashing assemblies will be installed. o Install new 24 ga. TPO coated clad metal scupper outlets at existing locations and properly flash to new roof assembly. o Install new 24 ga. Kynar finish commercial grade box style conductors and new downspouts in place of existing. o Clean site from all job-related debris. o Provide a 20-year labor and materials The name of the submitter should appear on the outside of the submittal package with the RFP title and reference the project, "RFP for Lake Murray WTP Roof Repairs". Each submittal copy should be identical in content and meet the criteria listed below. The proposal must include, at a minimum, the following: o Company experience and qualifications. o Explicitly indicate exceptions to requirements outlined in this Request for Proposals. o Provide Lump Sum cost, but identify all costs outlined in detail in the proposal. Provide schedule value based on unit and price. o Installation schedule from time contract is awarded. o Proposal will remain subject to acceptance for 60 days after date of submittal. o Signed by person authorized to contractually obligate the organization. o References Questions and Clarifications Submit any questions in writing to the individual below no later than 5:00 pm on Tuesday, February 21st, 2023.
