Description | Five-year agreement for Engineering, Architectural and Planning projects including and related to the Annual Capital Improvement Program. Selection Procedure for Consulting Engineer: a. Capability to perform all or most aspects of the project, such as planning, environmental evaluations, financial analysis, architectural design, and mechanical, electrical, and civil engineering. b. Recent experience in airport projects comparable to the proposed project(s). c. Reputation for personal and professional integrity and competence. d. Evidence that consultant has established and implemented an Affirmative Action Program - Disadvantage Business Enterprises, DBE, as defined in Title 49, Code of Federal Regulations, Part 26 (49 CFR Part 26). e. Key personnel’s professional background and caliber find availability for the proposed project. f. Current workload. g. Recent experience in special areas associated with the project such as energy conservation and life-cycle costing h. Capability to conduct a value engineering study for projects that are particularly complex or have unique features. i. Demonstrated ability to meet schedules or deadlines. j. Capability to complete projects without having major cost escalations or overruns. k. Qualifications and experience of outside consultants regularly engaged by the consultant under consideration. l. Quality of projects recently undertaken. m. Familiarity with and proximity to the geographic location of the project. n. Knowledge of FAA and NYS DOT regulations, policies, and procedures. o. Demonstrate an understanding of the project’s potential problems and the sponsor’s (Town of Brookhaven) special concerns. p. Degree of interest shown in undertaking the project. q. Capability to incorporate and blend aesthetic and architectural concepts with the project design while accomplishing the basic requirements that transportation facilities be functional, safe, and efficient. r. Capability to furnish qualified inspectors for construction inspection. s. Assist the sponsor (Town) with implementing the airport Master Plan. Please see Appendix A – Draft Airport Master Plan. |
