Description | This is a solicitation request for quote supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and no other written solicitation will be issued. This solicitation is being issued as a total small business set-aside. The associated NAICS code is 238110. The small business size standard is $19.0M. Description of requirements is as follows: Concrete floor replacement. Please refer to the attached Statement of Work for full technical specifications/requirements. See attached full Solicitation with all terms and conditions which all vendors must be in compliance with to be eligible for award. Vendors must provide their Will or Will Not and Does or Does Not Statement per FAR Provision 52.204-24 which goes with FAR Clause 52.204-25. At a minimum, all quotes should include contact information and CAGE Code. The magnitude of this project is between $100,000.00 and $250,000.00. This is a total small business set-aside under NAICS code 238110 with a size standard of $19.0M. Davis Bacon Wage Determination rates FL20230215, Modification 4 are incorporated and may be viewed at SAM.gov. NOAA Southeast Fisheries Science Center 75 Virginia Beach Drive Miami, FL 33149 Contact Larry Burns at 321-388-4760 or email at larry.burns@noaa.gov All Offerors are strongly encouraged to make a site visit to inspect all proposed work and to acquire all necessary site information to properly prepare their Quote. Failure of the Offeror to visit the site and acquire all necessary site information to properly prepare the quote shall not be acceptable cause to justify a later request for additional costs after Contract Award. Any questions that come up at the site visit must be provided to Michelle Walton via email at michelle.walton@noaa.gov no later than July 10, 2023, 12:00pm MST. No questions will be answered on site. Offerors must provide a detailed technical approach writeup with their quote regardless of whether or not a site visit was made and it cannot be a reiteration of the Statement of Work. Offerors shall assume that the Government has no prior knowledge of them or their capability. SERVICES, NON-PERSONAL, TO PROVIDE ALL EQUIPMENT, LABOR, AND MATERIALS (UNLESS OTHERWISE PROVIDED HEREIN) NECESSARY TO: Remove raised floor and replace with a monolithic slab on grade at the Southeast Fisheries Science Center (SEFSC) in Miami, FL in accordance with the attached, incorporated Statement of Work. All work is to be completed by 11/30/2023 or sooner. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. No questions will be answered on site Scope: Task 1: Demolition Furnish all necessary labor, materials/supplies, equipment, services, and supervision necessary to accomplish all tasks necessary to demolish the exterior stairs, interior stairs and floor. Remove all debris for concrete recycling and leave the floor area clean to the sand surface. Tasks: 1. Seal off work area from existing lab using a lite frame work and 6 mil plastic sheeting. 2. Remove existing cabinets and store in a designated space for safe keeping. 3. Remove Exterior and interior stairs. 4. Remove the existing floor. Existing floor is an estimated 6 inches thick and is 4 feet above the ground level. It is suspended on 4 "legs" that are concrete pilings. The floor does not appear to be significantly connected to the surrounding walls. (appears to have a gap from underneath) 5. Clean any remaining floor attachments to the surrounding walls. |
