Description

The City of Eagle Grove, IA reserves the right to reject any and all bids. The work includes the following: A. Construction of a building with cast-in-place concrete secondary containment. B. Chemical feed equipment, storage tanks, piping and accessories. Each bidder shall accompany its bid with bid security, as defined in Section 26.8 of the Iowa Code in the amount equal to 5 percent of the total amount of the bid. LABOR RATES - MINIMUM WAGE REQUIREMENTS: This project is being funded by the City of Eagle Grove, IA and the Iowa SRF Program. The project is subject to State and Federal Wage Rates as published in the contract documents.PUBLIC HEARING ON PROPOSED CONTRACT DOCUMENTS AND ESTIMATED COSTS FOR IMPROVEMENT: A public hearing will be held by the Eagle Grove, IA Municipal Utilities Board of Trustees on the proposed contract documents (plans, specifications and form of contract) and estimated cost for the improvement at its meeting at 7:00 a.m., November 23, 2022 at the City Hall Council Chambers at 210 E. Broadway, Eagle Grove, IA 50533. PREFERENCE OF PRODUCTS AND LABOR: Preference shall be given to domestic construction materials by the contractor, subcontractors, material, men, and suppliers in performance of the contract and further, by virtue of statutory authority, preference will be given to products and provisions grown and coal produced within the State of Iowa, and to Iowa domestic labor, to the extent lawfully required under Iowa statutes. SALES TAX EXEMPTION CERTIFICATES: The bidder shall not include sales tax in the bid. The City of Eagle Grove, IA will distribute tax exemption certificates and authorization letters to the Contractor and all subcontractors who are identified. The Contractor and subcontractor may make copies of the tax exemption certificates and provide a copy to each supplier providing construction materials. These tax exemption certificates and authorization letters are applicable only for this specific project under the Contract. PERFORMANCE, PAYMENT AND MAINTENANCE BONDS: Each successful bidder will be required to furnish a corporate surety bond in an amount equal to 100% of its contract price. Said bond shall be issued by a responsible surety and shall guarantee the faithful performance of the contract and the terms and conditions therein contained and shall guarantee the prompt payment of all material and labor, and protect and save harmless the City of Eagle Grove from claims and damages of any kind caused by the operations of the contract and shall also guarantee the maintenance of the improvement caused by failures in materials and construction for a period of two years from and after acceptance of the contract. All questions relative to this project prior to the opening of bids shall be directed to Bolton & Menk, Inc. for the project. It shall be understood, however, that no specification interpretations will be made by telephone. OWNER'S RIGHTS RESERVED: The Owner reserves the right to defer acceptance of any bid for a period of sixty (60) calendar days after receipt of bids and no bid may be withdrawn during this period. The Owner does hereby reserve the right to reject any or all bids, to waive informalities, and to enter into such contract, or contracts, as it shall deem to be in the best interest of the Owner.
