Description

Statement of Work: Install Durolast TPO Roofing Membrane, or approved equal, on Modular Bldg. #82 Roof located at USDA-ARS in Jackson, TN. Project Objective: The objective of this project is to install a Durolast TPO Roofing Membrane, or approved equal, on Modular Bldg. #82 Roof, approximately 1,580 S.F. including parapet walls, located at USDA-ARS located at 605 Airways Blvd. in Jackson, TN. This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in FAR subpart 12.6, and FAR Part 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation number is 12405B23Q0199. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02. This requirement is solicited as a total small business set aside. The associated North American Industrial Classification System (NAICS) code is 238160 - Roofing Contractors and the small business size standard is $19.0M. The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Jackson, TN location has a requirement to furnish and install a Durolast TPO Roofing Membrane, or approved equal, on Modular Building#82 roof performed in strict accordance with Statement of Work (SOW). Must provide a 20-year NDL Warranty. In accordance with Federal Acquisition Regulation (FAR) 36.204 Disclosure of the magnitude of construction projects. (a) Less than $25,000 Delivery and Installation Address: USDA, ARS Building 82 605 Airways Blvd. Jackson, TN 38301 Site Visit. Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable. In order to be considered for award Offerors shall provide: 1) Fully completed and signed SF 1442 Offer Page providing SAM Unique Entity Identifier (UEI); acknowledgement of all amendments if applicable. 2) Quotation on company letterhead detailing the item description, unit price per item, discounts for trade-ins, shipping/handling/delivery costs, total price. Please include a detailed breakdown of price with various cost elements (e.g., materials, overhead, labor, sub-costs, etc.). Quotation must be valid for at least 60 days after receipt of quotation. Contractors intending to conduct business with the Federal Government MUST register with the System for Award Management (SAM) database prior to submitting a quotation.
