Description | The project consists of a new two-story Public Safety Building, approximately 16,113 square feet in size. A majority of the building envelope is constructed of precast insulated concrete panels with a portion of the facility constructed as an ICC 500 storm shelter. It is the policy of the USDOT that Disadvantaged Business Enterprises (DBE) as defined in 49 CFR Part 26 shall have an equal opportunity to participate in the performance of contracts financed in whole or in part with Federal funds. In this regard, St. Clair County Transit District (SCCTD) and its contractors and subcontractors shall take all necessary and reasonable steps in accordance with 49 CFR Part 26 to ensure that small businesses, including DBEs, have an equal opportunity to compete on and perform on this contract. SCCTD has established a project goal of 25% of the awarded contract sum for DBE participation. Bids will be based on a single lump sum construction contract. Bids shall include not less than the Prevailing hourly wage rate determined by the Illinois Department of Labor. This project includes a Project Labor Agreement. Bid Security is required in the amount of Ten percent (10%) of Proposal, made payable unconditionally to the Owner. Security shall be a certified check, cashier's check or bid bond issued by the surety licensed to conduct business in the State of Illinois. Within ten (10) days after notification of award of contract, the successful Contractor shall furnish a Performance Bond and Payment Bond in the amount of 100 percent of the contract and the payment of all obligations arising thereunder using a form similar to the AIA 312 Form, or one acceptable to Owner. The Performance Bond will become a part of the Contract. FGMA PROJECT NUMBER: 21-3118.01 The failure of the successful bidder to enter into contract and supply the required bond and Certificates of Insurance within ten (10) days after the prescribed forms are presented for signature, or within such extended period as the Owner may grant, shall constitute a default. The Owner reservesthe right to accept or reject any or all bids, to waive any informalities and irregularities in any bid, or to make awards in the best interests of the Owner. |
