Description

DESCRIPTION OF PROJECT: The work shall consist of a one story 17,494 SF (+/-) Police Station building, a 3,279SF covered parking structure, and a 5,000SF Maintenance building, and associated driveways, retention ponds, and utilities. The construction involves, but is not limited to, the following trades: steel framing , extensive site work, modified bitumen roof, pre-engineered metal building, masonry (brick and CMU), standing seam roof, hollow metal doors and frames, plastic laminate doors with hollow metal frames, concrete paving, overhead doors, aluminum storefront, suspended acoustical ceiling, paint, and mechanical, electrical, automatic fire protection systems, landscaping and irrigation system. The Base Bid will include the police station building, the covered parking, the maintenance building, and associated site amenities including concrete parking and drives, retention ponds, site work and utilities. Alternates No. One will include a 278sf restroom additions to the existing Carencro Community Center. Alternate No. Two will include a 100 ft. tall radio tower. Alternate No. Three will include pedestrian lighting to an existing sidewalk adjacent to the site. It is further understood and agreed that the work under this contract shall be completed within three hundred sixty-five (365) days, subject to reimbursement to the owner of liquidated damages in the amount of one hundred dollars ($100) per calendar day. Each bid must be accompanied by a certified check, cashier's check, or Bid Bond payable to the City of Carencro, for the amount of which shall be five percent (5%) of the amount of the proposed Base Bid plus all Alternates. Money Orders will not be accepted. This shall be given as guarantee that the bidder will execute the contract, if it is awarded to him, in conformity with the Contract Documents. If a Bid Bond is used, it must meet the requirements according to R.S. 38:2218. The successful Bidder shall be required to furnish a Performance and Payment Bond in an amount equal to 100% of the Contract, written by a company licensed to do business in Louisiana, and who is currently on the U.S. Department of the Treasury Financial Management Service List, or by a Louisiana domicile insurance company with at least an A-rating in the latest printing of the A.M. Best's Key Rating Guide to write individual bonds up to ten percent of policy holder's surplus as shown in the A.M. Best's Key Rating Guide and complies with R.S. 38:2219 (R.S. 28:2218 Bid Bond). The bond shall be countersigned by a person who is under contract with the surety company or bond issuer as agent of the company and who is licensed as an insurance agent in this State, and who is residing in this State. Bids shall be accepted only from contractors who are licensed by the State of Louisiana for the classification of Building Construction. No bid may be withdrawn for a period of forty-five (45) days after receipt of bids, except under the provisions of La. R.S. 38:2214. The Owner reserves the right to reject any and all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Status. In accordance with La. R.S. 38:2212 (A) (1) (b), the provisions and requirements of this action, those stated in the Advertisement for Bids, and those required on the Bid Form shall not be considered as informalities and shall not be waived by any public entity. All contractors and subcontractor will be required to certify that they do not and will not maintain or provide for their employees any facilities that are segregated on a basis of race, color, creed, or national origin. Any person with disabilities requiring special accommodations must contact the Owner no later than seven (7) days prior to bid opening. In particular, bidders should note the required attachments and certifications to be executed and submitted with the bid proposal. The bid form shall contain Bid Security or Bid Bond, acknowledgement of Addenda, Base Bid, Alternates (if any), Bid Total, Signature of Bidder, Name, Title and Address of Bidder, Name of Firm or Joint Venture Corporate Resolution and Louisiana Contractors License Number, and on public works projects where unit prices are utilized, their inclusion in the bid form. Other documentation required shall be furnished by the low bidder at a later date, in accordance with the Bidding Documents. The Contractor shall obtain, maintain during the life of the project and provide to the Owner copies of the following bonds and policies which shall be obtained from surety company which appear on the U.S. Treasury Circular 570, licensed to do business in the State of Louisiana, in the amounts and for the purpose stated and subject to the Owner's approval: 1.BID BOND: A "Bid Guarantee" equivalent to 5% of the bid price consisting of a firm commitment, such as a Bid Bond, certified check, cashier's check, money order or other negotiable instrument, shall accompany each bid as assurance that the bidder will, upon acceptance of his bid, execute such contractual documents as may be required and within the time specified. 2.PERFORMANCE BOND: A performance bond of not less than 100% of the contract price shall be executed to assure the Contractor, faithful performance of the contract. 3.PAYMENT BOND: A payment bond of not less than 100% of the contract price shall be executed to assure payment as required by law of all persons supplying labor and material in the performance of the work provided by the contract.
