Description | https://www.bizjournals.com/boston/news/2023/07/07/suffolk-aviation-tpa-security-project.html Jul 7, 2023 Suffolk Construction expects to commence its approximately $60 million project at Tampa International Airport in September, Executive VP of Transportation Sam Sleiman said. More known for its construction work in industries like multifamily, education and health care, Boston-based Suffolk expanded its aviation and transportation division beyond Boston in December 2020. Sleiman departed the Massachusetts Port Authority after nearly 30 years there to create the national branch. The project will expand the security screening areas at Airsides A and E, allowing the airport to meet current federal standards that weren't as strict when the terminals were first built. The Hillsborough County Aviation Authority board approved Suffolk as the design-builder in March 2022. "We're expanding our aviation portfolio significantly," Sleiman said. "But we have a strategy that is very unique to us because we want to deliver the project successfully. We don't want to take a project on and not be able to give it our best people and our best effort. So we only do airport projects that are within 100 miles of our regional office." Tampa certainly qualifies, as Suffolk has 66 employees here, according to a company spokesperson. The contractor has also earned work at Dallas/Fort Worth International, Fort Myers International, Palm Beach International and San Francisco International. "We are very, very grateful to the Florida aviation market," Sleiman said. Details of the project in Tampa are still awaiting final approval from the HCAA board, according to an airport spokesperson. Sleiman appreciates TPA's commitment to customer service. He stressed that every airport across the country is different. "I would say that one of the lessons I've learned [since taking the job] is that we always have to treat these airports based on their needs and not what we think they want," he said. While working in the public sector, Sleiman was named Engineering News- Record's Top 25 Newsmakers of 2009 for pioneering the use of warm-mix asphalt on a U.S. runway. He transitioned to working for a contractor rather than a consultant for two reasons: construction is more involved than design and because he sees his current job as more aligned with the owner's perspective. "You get hooked on this industry and become very attached to it," he said. "Airports serve the most diverse population in any business that you find. Airports serve the elderly, they serve the young. They serve all kinds of different people from all kinds of backgrounds and nationalities." _________________________________________________________________________________________________ The Hillsborough County Aviation Authority (Authority) has a Cone of Silence applicable to all competitive procurement processes which places restrictions on communications. Refer to the Cone of Silence in the Solicitation document for more information. All inquiries regarding this Solicitation must be submitted in writing to the Procurement Agent assigned to this Solicitation. The Hillsborough County Aviation Authority (Authority) invites interested Design-Build firms (Respondent), to submit qualifications to provide professional design and construction services in accordance with Florida Statute Section 287.055 for the design and construction of Airside D Development Program (Program) at Tampa International Airport (TPA). In September 2019, the Authority completed the Airside D Project Definition Document (PDD). The purpose of the PDD was to validate and refine the Program as recommended in the 2012 Master Plan Update - 2016 Addendum. The 2022 Master Plan Update further reviewed and validated the PDD and concluded that TPA will be unable to gate flights on all four Airsides once the traffic level reaches 27.5 MAP in 2028. TPA will realize a deficit of 8 gates at that time, which will further erode by 2032 to a deficit of 13 gates. The PDD analysis recommended that a 16-gate Airside D concept maximizes the number of gates that can be developed on the site. Airside D will be designed to accommodate all departure and arrival passenger functions for both domestic and international operations. The preliminary planning for Airside D contemplates a three-level facility totaling approximately 560,000 SF. See Exhibits A, B, C, D, G H, and I. The PDD has been posted in the Authority's e-Procurement Portal with the posting of this Solicitation for informational purposes only. Respondents should not include any validation or assessment of the PDD in their response. The three-level facility will include, at a minimum, the following: o Airline functions on all levels o Transportation Security Administration (TSA) Security Screening Checkpoint o TSA Checked Baggage Inspection System (CBIS) and Checked Baggage Reconciliation Area (CBRA) o U.S. Customs and Boarder Protection (CBP) o Concessions and other commercial programs o Common building spaces, restrooms and circulation corridors o Shuttle Station for connectivity to the Main Terminal Contract presented to Authority's Board for award: August 3, 2023, 9:00am Final Technical Evaluation Committee Meeting: March 8, 2023, 8:30am Minimum Qualifications Meeting: February 6, 2023, 10:00am Notice of Technical Evaluation Committee Meetings and Interviews posted: February 6, 2023, 5:00pm Technical Evaluation Committee Meeting: February 27, 2023, 8:30am Technical Evaluation Committee Meeting: February 28, 2023, 8:30am Technical Evaluation Committee Meeting: March 1, 2023, 8:30am Technical Evaluation Committee Meeting: March 2, 2023, 8:30am |
