Description

The purpose of this Request for Proposal (RFP) is to solicit proposals, through a competitive process, for the procurement of Audio Visual equipment replacement and installation services to the Districts Integrated Operations Center. Questions Due Date: Dec 15th 2022, 4:00 PM PST The Integrated Operations Center (IOC) located at the District's main facility provides communications and system control oversight for the District's water and wastewater conveyance systems. The existing Audio Visual (AV) equipment and large format display is over ten years old and due for replacement. Project shall be completed and accepted by June 1, 2023 . A. Services shall include all labor, equipment, materials and supplies required to perform tasks for the installation of a fully-tested and reliable integrated audio/video and control systems ("System") as described. The contractor shall furnish all equipment and materials required for a fully functional system that meet the operational specifications herein, whether or not these items have been specifically listed; In other words, a complete "turn-key" system. Any existing equipment to be removed will be inventoried by the contractor and furnished to the District for surplus. B. System shall provide functionality and ease of use equal to or better than the District's current solution. Crestron shall be used for video switching and control to match the District's existing AV deployments. Contractor shall build and test the System prior to delivery. C. Large-format display (see image below): o Rough wall opening of 153" W x 85" H o Wall angled roughly 20 degrees at 43" H Video sources will include: o Main SCADA PC (within the equipment room), no local display o Emergency Operations Center (100 ft from equipment room), requires HDMI splitter o PC1 (less than 50 ft from equipment room) o PC2 (less than 50 ft from equipment room) The work shall include, but not be limited to the following: o Remove legacy Crestron control equipment and spec, furnish, program, test, and install a modern Crestron control processor and multi-window video processor. o As required, remove existing equipment and spec, furnish, configure, test, and install modern equivalent or better. o As required, remove and replace equipment rack. o Replace all distribution equipment with an integrated switching/distribution System. Video will be distributed to all existing displays and product must be capable of dynamic scaling to match the capabilities of each display. Supported input formats shall include all standard computer resolutions and refresh rates from 1080i through 2060p or higher. o Remove all existing wiring. o Spec, furnish, install, label, and test the video wall system, Samsung DirectView LED 1.5mm equivalent or better. Scope includes all demolition, construction, necessary permits, and equipment to complete the installation. o Build and install trim panels to match existing finishes. o Spec, furnish, install, label, and test all required wiring cables and patch cords. o Spec, furnish, install, label, and test all wall plates, interface panels, jacks, etc. o Terminate all wiring and cabling with required connectors. o Spec, furnish, install, label, and test any other material required to form complete System. o Remove and inventory all equipment not used in the System and turn-over to the District. o Perform all necessary software programming and debugging. o After all systems are installed, configured, and final testing has been completed, adjustments shall be performed to ensure accordance with District performance and functionality requirements. o Train three (3) operators on full system functionality and provide documented troubleshooting procedures. o At the time of training completion, a System Acceptance Certificate will be executed. o Provide all wiring test results in a read-able report format (ex: PDF, XLSX). o Provide detailed system design document within 15 working days of system acceptance in an editable format (Microsoft Office document formats). o Provide documentation in printed and electronic formats showing interconnection diagrams, cable labeling, rack elevations, and touch panel screens (Microsoft Office document formats). o Provide full equipment inventory (including model and serial numbers), operator manuals, and warranty information. o Provide all equipment programming code in fully editable and executable electronic format and turn over ownership of code to the District. o Supply one pre-programmed/configured spare kit with the following at a minimum o Two additional spare calibrated LED display cubes o One video transmit/receive Ethernet extender pair o One additional power supply or power supply module for all equipment o Any additional vendor-recommended spare parts to ensure availability and continuity of service for a 7x24 operation
