Description | Construction of the ANNUAL SURFACE SEAL STREET MAINTENANCE PROJECT, FORMAL BID NO. 2022/05, consists of providing all tools, materials, labor, equipment, and incidentals necessary for the preparation and placement of surface seals including Chip Seal and Tire Rubber Modified Surface Seal (TRMSS) treatments on select City of Santa Maria local streets as designated in the plans and specifications or directed by the Engineer. The work will also include traffic control, removal and reinstallation of traffic striping and pavement markings, public notifications, and all work necessary to render the facility complete and operational. Requests for information or clarification must be submitted IN WRITING and received in the Department of Public Works no later than 5:00 p.m. on Tuesday, 07/12/2022. Requests may be submitted via e-mail to: zglick@cityofsantamaria.org. The Design Engineer has calculated an estimate of probable construction costs for this project. The City does not wish to publicize the engineer's estimate of the project cost since this information may tend to influence the number and nature of bids received. However, for the bidder's convenience, the City will publicize that the engineer's estimate for the base bid falls within a range of $1,800,000 and $2,400,000. Bids shall be executed on the forms provided in the book of bidding documents and in accordance with the instructions contained therein. A separate, unbound, set of bid forms are provided for the bidder's convenience. Bid security, in an amount not less than 10 percent (10%) of the total bid dollar amount, is required to be submitted with each bid. The bid security shall be in the form of a bidder's bond or a certified or cashier's check drawn upon a responsible bank made payable to the City of Santa Maria, and conditioned to be forfeited to said City in the event that the bidder, if the bid is accepted, does not enter into a written contract within ten (10) days after the awarding of the contract. The bidder to whom award is made will be required to furnish a payment bond and a faithful performance bond. As required under Contractor's License in the Instructions to Bidders of the bidding documents, bidders shall be licensed as a Class "A" General Engineering Contractor. Pursuant to Section 1770, and the following, of the California Labor Code, the successful bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. A copy of such prevailing rate of per diem wages is on file at the offices of the City Engineer, 110 South Pine Street, Room 221, Santa Maria, California, 93458, which copy will be made available for examination at such offices during business hours to any party on request. Pursuant to provisions of Section 22300 of the California Public Contract Code, Contractor may substitute securities for any monies withheld by Owner to ensure performance of the Work. A pre-bid conference WILL NOT be held for this project. The City is a charter city and any contracts into which the City enters may be subject to the provisions of its charter, which may supersede certain provisions of the public contract code and other provisions of state law. The City of Santa Maria reserves the right to reject any and all bids and to waive all minor irregularities. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. |
