Extend steam and chilled water lines from existing manholes on 10th Ave, north between Sterne Library and 14th Street South to pedestrian crossing south of Education Building. Construction new manholes and continue lines west between Education Building and Sterne Library and terminate in new manholes in 13th Street South.
