Description

A Request for Qualifications (RFQ) is a method of procurement permitting discussions with responsible offerors and revisions to proposals prior to award of a contract. Requests for Qualifications shall be in compliance with the State of Florida Competitive Consultants Negotiations Act, (CCNA) FS Chapter 287.055. Pricing is not submitted as a part of this evaluation process for submitted qualification proposals. Award will be based on the criteria set forth herein to the most qualified firms as indicated by the Statement of Work, herein. DO NOT DELETE ABOVE The City of Tamarac is seeking to engage qualified firms to submit their qualifications (RFQ's) for the Construction of the Water Treatment Control Building Project. The proposed project site is a 8.9, more or less, acre lot located at 7803 NW 61 St., Tamarac, Florida 33321. The project will include 3 bid packages A, B & C. Bid package A includes the construction of a new 13,955 SF 2 story hardened building, utility connections, new parking lots, site perimeter walls, fencing and demolition of the existing Water Treatment Plant Control Building. Package B includes the construction of 3 smaller buildings and upgrades to the water treatment plant equipment, control systems and electrical equipment. Bid package C includes the replacement of filters 1 and 2 with a new 10 MGD filter structure. Step 1 will entail proposers submitting their qualifications for consideration for this project. Firms that are pre-qualified under Step 1 will then receive a Step 2 proposal document to allow them to respond by providing specific details and pricing for this project. The work shall include, but not limited to, all labor, tools, materials, equipment, supplies, engineering, manufactured articles, site surveying, obtaining all necessary and applicable permits, licenses, furnishing all transportation and services, including fuel, power, water, and essential communications, , insurance, bonds and supervision necessary to complete the project as specified herein. All proposed improvements shall be completed in accordance with the project bid documents, design plans, details, technical specifications / scope of work and all applicable Federal, State, County, and City codes/regulations, including but not limited to, Seventh Edition (2020) Florida Building Code, Seventh Edition (2020) Florida Building Code Accessibility, Americans with Disabilities Act (ADA), National Fire Protection Association (NFPA), City of Tamarac Code of Ordinances, City of Tamarac Standard Engineer Details and industry standards if greater than code requirements. If a conflict between any Codes, Regulations, Standards and Criteria is detected, the most stringent shall apply. Sealed Bids must be received electronically via the City's encrypted procurement management system, bids&tendersTM on or before the date and time referenced above. Any Bids received after 3:00 PM on said date will not be accepted under any circumstances. Any uncertainty regarding the time a Bid is received will be resolved against the Bidder. Local Tamarac Vendors, Broward County Certified Business Entities, Minority-Owned, Woman-Owned, Veteran-Owned and Small Business Enterprises are encouraged to respond to this solicitation. City reserves the right to reject any or all Proposals, to waive any informalities or irregularities in any Proposals received, to re-advertise for Proposals, to award in whole or in part to one or more Proposers, or take any other such actions that may be deemed to be in the best interests of the City.
