PROJECT DESCRIPTION: This project is to provide a comprehensive design build service to prepare site and utilities for EHRM command center, admin, and training trailers located at Livermore campus. This work includes complete design and construction services to provide power, water, sewer, and telecommunication utilities to all EHRM trailers indicated in the attached exhibit 1 along with any site preparations required including but not limited to grading, leveling, walkway, etc. ADMINISTRATIVE: The solicitation will be issued as a "Request For Proposal" (RFP) conducted in accordance with FAR Part 36.3 "Two-Phase Design-Build Selection Procedures" and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $39.5 million. The solicitation will be issued in late February to beginning March of 2022. The period of performance is approximately 300 calendar days from the issuance of the Notice to Proceed. In accordance with FAR 836.204, the magnitude of construction is between $500,000 and $1,000,000. This notice is not a request for competitive offers.
