Description | Oak Harbor Southeast Road County Road 17 Resurfacing Project Each bid must be accompanied by a bid guaranty and must meet all requirements of Section 153.54 of the Ohio Revised Code and the Instructions to Bidders. The owner intends and requires that this project be completed no later than September 1, 2023 Only pre-qualified contractors are eligible to submit bids for this project. Pre-qualification status must be in force at the time of bid, at the time of award, and through the life of the construction contract. Disadvantaged Business (DBE) Requirements. DBE participation goals (subcontractors, material, and supplies) have been set on this project for those certified as DBE's in accordance with Title 49CFR, Part 26 and qualified to bid with ODOT under Chapter 5525 of the Ohio Revised Code (O.R.C.). No bidder may withdraw his bid for a period of 60 days after the scheduled closing time for the receipt of bids. The contractor must ensure that the DBE subcontractor(s) is performing a "commercially useful function" as defined in CFR 26.55. DBE Goal: 7 % Contractor must submit a DBE Utilization Plan at time of bid, as per O.D.O.T. requirements, to be considered responsive. All contractors and subcontractors involved with the project will, to the extent practicable use Ohio Products, materials, services, and labor in the implementation of their project. DOMESTIC STEEL USE REQUIREMENTS AS SPECIFIED IN SECTION 153.011 OF THE OHIO REVISED CODE APPLY TO THIS PROJECT. COPIES OF SECTION 153.011 CAN BE OBTAINED FROM ANY OFFICE OF THE OHIO DEPARTMENT OF ADMINISTRATIVE SERVICES. This project falls under the federal requirements of the Davis-Bacon Act for prevailing wages. Contractor compliance with the Federal and State of Ohio Equal Employment Opportunity Requirements shall be required. The Board of County Commissioners reserves the right to reject any or all bids, and to waive any irregularities in any bid(s), and to award the contract to the lowest and best bidder in accordance with Section 307.86 of the Ohio Revised Code as determined by the Board of Ottawa County Commissioners.
