If Bidder/Proposer for this solicitation qualifies as a DBE, contract goal shall be deemed met. Individuals rebuttably presumed to be socially and economically disadvantaged include women, Blacks, Hispanics, Native Americans, Asian-Pacific Americans, and Asian-Indian Americans.
