RFQ Construction Manager - Facilities Management Division (FMD) Contract Management Retainer - Regional

The State of California (State), Department of General Services (DGS), Facilities Management Division (FMD), manages, maintains, and operates state buildings and grounds statewide, pursuant to Government Code Section 14685 (a), which authorizes DGS to establish rules and regulations for the government and maintenance of state buildings and grounds. Pursuant to Government Code 4525, FMD is procuring the most qualified professional firm(s) for Construction Management services on a retainer contract to be used on an as-needed basis for various projects identified in the future to help maintain the state buildings and grounds. FMD is requesting submissions from professional Firms for a Construction Management services retainer contract that will be used on an as-needed basis. Basic services to be provided include, but are not limited to, shall include, construction project design review and evaluation, construction mobilization, supervision, bid evaluation, project scheduling, plan review, estimating, cost-benefit analysis, cost control, closeout, including reviewing and processing applications for payment and claims, and negotiation, quality assurance, code review interpretation and compliance, pay estimates, requests for information, project budgets, reporting, metrics, and data across several concurrent projects and general management and administration of a Preliminary Plan Phase, Construction Document Phase, Construction Phase and project closeout including activation, commissioning, punch-list, and closeout documents. Task Orders for specific projects will be prepared and issued on an as-needed basis for each retainer contract. The State anticipates five-year terms for the Retainer Agreements. The State does not guarantee that any Task Orders will be made under the agreements during the contract period to the selected firms(s). The state anticipates to award one (1) retainer contract for each of the three (3) regions identified in the RFQ. A Firm may be awarded contracts in multiple regions. The estimated total contract amount for each contract will not exceed $3,333,333.00 and the contract will remain in effect for five (5) years or until fully expended, whichever occurs first. Firms may be issued work for the duration of the contract term via Task Order. All work must be completed prior to the expiration date of the contract term. FMD reserves the right to reject any/all submissions. FMD is not required to award an agreement.
