Description | The Subject Property currently includes two (2) inactive wastewater treatment ponds. The Board will require the services of a contractor to properly abandon/close the wastewater treatment ponds. The abandonment activities include, but not limited to, the following: The abandonment/closure of the wastewater treatment ponds should be completed in accordance with all applicable local, state, and federal rules and regulations including the Georgia Environmental Protection Division (GA EPD) Wastewater Treatment Facility Abandonment Guidelines dated November 1, 2008, and NOVA's Wastewater Treatment Pond Abandonment Work Plan dated November 23, 2022 approved by the GA EPD on January 13, 2023 which are attached to this RFP. The abandonment/closure of the wastewater treatment ponds should include the off-site disposal of sludge solids following the on-site removal of liquids to less than 30 percent moisture or other landfill requirement. The removal of liquids from the sludge should be completed using a centrifuge, filter press or other efficient method. The resulting liquids will be reintroduced to the treatment pond from which it came. The resulting solids will be transported and disposed at a Resource Conservation and Recovery Act (RCRA) Subtitle D landfill willing to accept the solids that will be selected by the Contractor and approved by the Whitfield County Board of Education. We anticipate the following laboratory analyses of the solids will be required for disposal approval prior to transport: Toxicity Characteristic Leaching Procedure (TCLP) Analysis of Metals, Volatile Organic Compounds (VOCs) and Semi Volatile Organic Compounds (SVOCs), Total Polychlorinated Biphenyls (PCBs), Free Liquids (Paint Filter Test - Method 9095B) and Percent Solids. The contractor will be responsible for having these test performed by a State of Georgia approved laboratory and providing the results to the Whitfield County Board of Education. This analytical testing following the removal of the liquids from the sludge shall demonstrate to the receiving landfill that the material being transported to their facility is in compliance with applicable standards. The results of the aforementioned analyses will be submitted to the receiving landfill with a completed Special Waste Profile Form for review and approval prior to transporting solids. The contractors cost proposal should include all expenses including proper transportation/hauling and disposal of the sludge solids on a per dry ton unit rate basis. The weight of the sludge solids that will be used for billing purposes will be the weight measured by the receiving landfill Any questions or comments concerning this Request for Proposals should be submitted online via https://www.wcsga.net/purchasing. |
