Description | The work to be done consists of furnishing all materials, equipment, tools, labor, and incidentals required for the above stated project as set forth in the Plans, Specifications, and Contract Documents therefore, and to perform all work in the manner and time prescribed therein. The general items of work to be done hereunder consists of the removal of the existing wood trail fencing and the installation of white vinyl equestrian trail fencing per city standards at various locations show in equestrian trail replacement matrix listed in these specifications. There are 120 calendar days allowed to complete this project including design. Liquidated damages shall be assessed at $500 Working day. Any Contract entered info pursuant to this notice will incorporate the provisions of the State Labor Code. Compliance with the prevailing rates of wages, apprenticeship employment standards, and Contractor registration program established by the State Director of Industrial Relations will be required. Affirmative action to ensure against discrimination in employment practices on the basis of race, color, national origin, ancestry, sex, or religion will be also required. The Contract Documents call for monthly progress payments based upon the engineer estimate of the percentage of work completed. The AGENCY will retain 5 percent of each progress payment as security for completion of the balance of the work. At the request and expense of the successful Bidder, the City of Norco will pay the amounts so retained upon compliance with the requirements of Government Code Section 4590 and the provisions of the Contract Documents pertaining to Substitution of Securities. No Contractor or Sub-Contractor may be listed on proposal unless they are registered with the Department of Industrial Relations (DIR) pursuant to Labor Code Section 17255. Both the Faithful Performance Bond and the Payment Bond shall each be for not less than 100 percent of the total Contract amount. The Payment Bond shall remain in force until 35 days after the date of recordation of the Notice of Completion. The Faithful Performance Bond will not be released until one year after said date. Proposals must be accompanied by a proposal guarantee consisting of a certified check or bid bond payable to the AGENCY in the amount of 10 percent of the total amount bid. Any proposal not accompanied by such a guarantee will not be considered. If a Bidder to whom a contract is awarded fails or refuses to execute the Contract Documents or furnish the required insurance policies and bonds as set forth in these documents, the proposal guarantee shall be forfeited to the AGENCY. The proposal guarantee of all Bidders will be held until the successful bidder has properly executed all Contract Documents. |
