Description

This Is a Sources Sought Synopsis. This Is Not a Request For Proposal. There Will Be No Solicitation At This Time The intent of this synopsis is to identify qualified, responsible Historically Underutilized Business Zone (HUBZone); Woman-Owned Small Business (WOSB); Section 8(a); Service Disabled Veteran Owned Small Business (SDVOSB); and Small Business (SB) firms that are capable of providing professional Architect-Engineer (A-E) for the preparation of the Navy and Marine Corps National Environmental Policy Act (NEPA) and related documents for the Naval Facilities Engineering Systems Command (NAVFAC) Pacific, Hawaii and Marianas, and other NAVFAC commands worldwide as needed. The North American Industry Classification System (NAICS) is 541330 - Engineering Services. The applicable size standard is $16.5 million in annual receipts. The contract term is anticipated to include a 12-month base period, four (4) 12-month option periods and one (1) 6-month extension of services period (FAR 52.217-8) or $20,000,000, whichever occurs first. All work performed during the life of the contract will be ordered by the Government on an as-needed basis through the issuance of firm fixed price Task Orders (TOs). Task orders are anticipated to range from $50,000 to $3,000,000. The A-E shall provide environmental planning services in researching, preparing, updating, and reviewing environmental documents for the Department of Navy and Marine Corps, in compliance with the National Environmental Policy Act (NEPA) and Executive Order (EO) 12114, Environmental Effects Abroad of Major Federal Actions. In addition, the A-E shall provide environmental and related studies, facilities and land use planning studies, project programming documents, and other technical services related to such documents and studies as may be requested by the Department of Navy, Naval Facilities Engineering Systems Command (NAVFAC), Pacific (PAC), Hawaii (HI), and Marianas (MAR). Requests may also originate from other NAVFAC Commands. a. The general scope of this contract requires professional services, as well as the use of applicable sciences, principles, and methods of analysis by individuals, whose competence as a licensed or qualified or certified professional has been attested to by a licensor or met the applicable professional qualification requirements. The services required, but are not limited to, include A-E services, land use and facility planning services, environmental services for the study and preparation of environmental planning documents, such as Categorical Exclusions (CATEX), Environmental Assessments (EA), and Environmental Impact Statements (EIS) under NEPA, as well as environmental reviews and environmental studies under EO 12114. Examples of tasks required to complete this work may include analysis of construction, renovation, and/or demolition of facilities and infrastructure, Base Realignment and Closure (BRAC) actions, and proposed operational actions related to aircraft home basing and ship homeporting. Additionally, other tasks, studies, surveys, or documents may be required to complete the environmental planning documents including, but not limited to, environmental documentation for aircraft and ship readiness and training operations at the home base and homeport locations and within the Department of Defense (DoD)-managed airspace and sea space and the Navy/Marine Corps training ranges. b. In order to complete environmental planning documents in compliance with NEPA and EO 12114, and in accordance with applicable DoD instructions, services may also include completion of the following, but not limited to, related studies and services to provide a comprehensive evaluation of the impacts on the environment: Coastal Consistency Determinations in accordance with the Coastal Zone Management Act Essential Fish Habitat Consultations Endangered Species Act Section 7 Consultations, Biological Surveys, and Biological Assessments Natural Resources Surveys National Historic Preservation Act (NHPA) consultation support including cultural resource surveys (both architectural and archaeological) Traffic Studies Public Involvement Strategies and conducting public meetings Translation services for CATEX/EA/EIS and Public Notices Air Conformity Analyses under the Clean Air Act Noise impact studies/modeling Water Quality and Storm Water Management Studies Air conformity modeling NAVFAC Pacific will use the responses to this Sources Sought synopsis to make the appropriate acquisition decision for the planned procurement. Any set-aside decision will be based on market research results. This is not an announcement of the availability of a solicitation nor is it a means of generating a plan-holder's list. After evaluation of the responses to this synopsis, a pre-solicitation announcement will be published on the Contract Opportunities website (https://sam.gov/) if the Government intends to proceed with this procurement. It is requested that interested small businesses submit a brief capabilities statement package (no more than 15 pages in length, single spaced, 12-point font minimum) demonstrating the ability to perform the requested services. This documentation shall address, at a minimum, the following: (1) Relevant Experience in the preparation of environmental planning documents under NEPA such as CATEX, EA, and EIS for proposed actions located in Hawaii and Guam that were completed within the last five (5) years. Include contract number, detailed description of the work performed, indication if work was done as a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced relates to the services described herein; and (2) Company profile to include number of employees, office location(s), Unique Entity ID number, CAGE Code, and statement regarding small business designation and status. Firms having the capability to perform this work are invited to submit the required information by 2:00 P.M. Hawaii Standard Time on May 19, 2022.
