Description

This project includes the construction of a building addition of approximately 275 gross square feet, renovation of approximately 1,565 gross square feet of existing construction and renovation of approximately 1,655 gross square feet of existing exterior deck/porch. Liquidated Damages: $ 839.00 Per Calendar Day Beyond Substantial Completion. $ 839.00 Per Calendar Day Beyond 90 days After Substantial Completion. Contract Time Allowed: Calendar Days: 300 All Project Questions, Bid Questions, and Pre-Bid Equals and Substitution Requests must be submitted fourteen (14) Calendar Days prior to the Bid Due Date. Section 00 43 16 Standard Bid Bond, completed for either the Bid Bond option or Certified Check option. A Certified Check (if applicable) delivered to the MIL Procurement and Contracting Office prior to the date and time of the Bid Opening. performance bond, in the amount not less than 100 percent of the contract price labor and material bond in the amount not less than 100 percent of the contract price which shall be binding upon the award of the contract to such bidder Set-Aside Requirements: SBE Subcontractors &/or Suppliers: 25%; MBE Subcontractors &/or Suppliers: 6.25%. The Department reserves the right to request any additional or supplemental information necessary to complete its evaluation of a Bidder's qualification. The Contractor shall provide the following specific services for the Camp Niantic Building 54 Renovations project and shall comply with the terms and conditions set forth in this Contract as required by the Agency, including but not limited to the requirements and measurements for scope of services, Contract performance, quality assurance, reports, terms of payment and budget. No sections in this Part I shall be interpreted to negate, supersede or contradict any section of Part II. In the event of any such inconsistency between Part I and Part II, the sections of Part II shall control. Cost Estimate Range: $ 750,000.00 To $ 1,000.000.00 the Agency reserves the right to withhold payments for services performed under this Contract if the Agencynhas not received acceptable progress reports, expenditure reports, refunds, and/or audits as required by this Contract or previous contracts for similar or equivalent services the Contractor has entered into with the Agency. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. This project includes, but is not necessarily limited to, the following scope: ACCESSIBILITY: Construction of new handicapped accessible parking spaces and sidewalks with tactile warning strips off of Perimeter Road with a new ADA compliant concrete walkway (1:20 slope) leading to the building's exterior deck. The existing wood decking and rails will be removed and new composite decking will be installed over furring strips attached to the existing deck joiststo raise the new decking height to be level with the interior floor and allow for ADA compliant thresholds at the entry doors. All exterior doors will be widened to 3'-0" leaves to accommodate accessible entry into the building. The existing concrete stairs will be replaced with new precast concrete stairs with code compliant risers and treads. New exterior deck rails with edge protection will be installed at the perimeter of the deck and at the new pre-cast concrete stairs. The new latrines (men's and women's) will each contain a fully accessible toilet stall with grab bars and the new lavatories will be mounted at ADA height and accommodate the knee-space required for forward accessible approach. ADDITION: A new approximately 275 square foot addition will be constructed on the west side of the existing building to accommodate new men's and women's latrines. The addition will be wood framed wall and roof construction on new poured-in-place concrete foundations and footings. The addition will be clad in vinyl siding trimmed with PVC and will feature aluminum windows. The addition's roof will be asphalt singles with a PVC fascia board and vented vinyl soffits at the overhangs. The new addition will house a men's and women's latrine with wood framed partitions sheathed with moisture resistant gypsum and tile backer board. The floors will be tile as will the wet walls at toilets and lavatories, the remaining surfaces including the ceiling will be painted. The latrines will include toilets, urinals, lavatories and all associated toilet accessories and partitions. EXTERIOR: The existing wood siding, windows, doors and all associated exterior wall trim will be removed to expose the existing sheathing. New vinyl siding, aluminum windows and hollow metal doors with PVC trim will be installed after the addition of new rigid insulation over the exterior building sheathing. Existing vinyl soffits over the deck will be removed and replaced to accommodate the new siding and trim system. The existing wood decking and rails will be removed and new composite decking will be installed over furring strips attached to the existing deck joists. The existing concrete stairs will be replaced with new precast concrete stairs and new exterior PVC rails with edge protection will be installed at the perimeter of the deck and along the new pre-cast concrete stairs. The extant brick chimney and hearth will be removed complete and the exterior wall and floor will be infilled with wood construction to match original. INTERIOR: The existing suspended acoustical ceiling and lighting will be removed as will the existing wood door, window and wall trim. The current IT/Janitor Closet and kitchen areas will be demolished and the temporary floating wood floor and underlying VCT will be removed. A new wood framed gypsum board storage room and IT closet will be constructed and a new kitchen area with sink and laminate cabinets will be installed. New wood wainscotting, door and window trim will be installed at the building's perimeter. All walls, wood trim and doors will be painted. New suspended acoustical ceilings with LED lighting will be installed in the main room and storage/IT closets. A new luxury vinyl floor will be installed throughout the original building's interior. MECHANICAL, ELECTRICAL, PLUMBING: Installation of new above ceiling mounted VRV unit with ducted distribution for outside air. New electrical cabinet heaters in the latrines and exhaust fans. New variable-controlled cooling with exterior compressor. New ceiling mounted fans. Installation of a new electrical service to the building with disconnect and new distribution panel. New wiring distribution through the addition for lighting and power. New interior and exterior LED lighting and power receptacles. New fire alarm control panel and supporting devices. Relocation of existing telecommunications and data rack. New plumbing distribution in the latrines and kitchen area with supporting sanitary waste, venting and fixtures. SITE: Creation of two paved handicapped accessible parking spots with wheel stops and striped loading spaces perpendicular to Perimeter Road. The new spaces will be bordered by flush concrete sidewalks with tactile warning strips. A new sloped walkway at 1:20 from the accessible parking spots to the deck level of Building 54. Installation of new pre-cast concrete stairs at the perimeter of the deck. Extension and reconnection of existing site utilities to accommodate the new addition.
