Description

As of January 5, 2023, project was awarded to HP CIVIL INC, awarded amount is $474,555.55. The contract consists of the following major items: Portable Changeable Message Signs, Temporary Work Platforms, Removal of Structures and Obstructions, Structural Steel, Winches Complete all Work to be done under the Contract no later than September 30, 2023. Information pertaining to this contract may be obtained from the following persons: Alicia Henry, 503-373-4320, PWContracts@co.marion.or.us Contracts will only be awarded to Bidders who, at least 10 days prior to Bid Opening, are prequalified by the Oregon Department of Transportation, in accordance with ORS 279C.430, in the Class or Classes of Work specified in the Special Provisions. Attention is called to all provisions of the Oregon Revised Statutes - Chapters 279A, 279B & 279C, Public Contracts and Purchasing, and the Marion County Public Contracting Rules. Marion County may reject any bid not in compliance with prescribed public contracting procedures and requirements, and may reject for good cause any or all bids upon a finding of the agency that it is in the public interest to do so. The estimated project cost range is $400,000 to $900,000. The DBE goal percentage for this project is 0%. This project is subject to the DBE policy statement as cited in 49 CFR 26. The DBE is subject to commercially useful function (CUF) requirements. When a DBE participation goal has been assigned on a contract, the contractor and subcontractor must comply with the commercially useful function (CUF) provisions. The CUF provisions require that the DBE actually perform, manage, and supervise all assigned responsibilities. Where on-the-job training (OJT) participation goals have been assigned, the contractor must comply with the relevant special provision requirements. Additionally, the contractor and subcontractor are subject to contract wage and equal employment opportunity (EEO) work force composition requirements contained in the affirmative action special provisions of each contract. 23 USC 140 EEO requirements. All bidders are notified that the DBE will be afforded full opportunity to submit bids in response to invitations to participate in any contract entered into pursuant to this advertisement. In consideration for an award, persons or firms will not be discriminated against because of race, age, color, sex, religion, national origin, mental or physical handicap, political affiliation, or marital status. DBEs listed by the bidder for participation in the contract must be certified as eligible DBEs as of the time of bid opening. All federally funded projects have "Buy America" requirements.
