Description

The Capitol Square Review and Advisory Board (CSRAB) requires Architectural/Engineering (A/E) services for design and project oversight of window and door replacements at the Capitol Square Complex (CSC). For purposes of this RFQ, CSC will refer to the Statehouse, Senate building, Atrium, and underground parking garage office. In spring of 2021, the CSRAB received the results of a security assessment, which included recommendations for the replacement of windows and doors throughout the CSC. Most of the current windows and doors were last replaced during the renovation that occurred in the early 1990s. As part of this project, the selected firm must devote special attention to preserving the historic integrity of the CSC (including its status on the National Historic Register), while incorporating safety upgrades consistent with security assessment recommendations. The A/E shall include the preparation of the Program of Requirements (POR) as an Additional Service This project shall include, but will not necessarily be limited to, replacing existing wood frame and glass pane windows and doors meeting GSA Condition 3b for blast resistance, and UL rating Level III for ballistic protection performance. Scope will also include integration of door replacements with current access control systems. The selected A/E will be retained to complete the POR, design, and construction administration for window and door replacements. Upon award of the Agreement, the selected firm will commence by developing the POR. The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and clarify with the Owner and/or the Contracting Authority, the cost breakdown of the Architect/Engineer Agreement detailed cost components to address the Owners project requirements. The selected A/E will participate in the Encouraging Diversity, Growth & Equity (EDGE) Program as required by statute and the Agreement. As required by the Agreement, and as properly authorized, provide the following categories of services: Program Verification, Schematic Design, Design Development, Construction Document Preparation, Bid and Award Support, Conformed Documents, Construction Administration, Post-Construction, and Additional Services of all types. Estimated Basic Fee Range (see note below) 10% to 11% EDGE Participation Goal 5.0% Professional Services Start: 10 / 22 Construction Notice to Proceed: 08 / 23 Substantial Completion of all Work: 11 / 24 Professional Services Completed: 01 / 25 The method of contractor selection has not been determined at this time.
