Description | The City of Raleigh is seeking one or more qualified firm(s) with which to contract for the following services: Periodic professional engineering and planning services for various projects undertaken by the Transportation Department. SCOPE OF SERVICES Awarded firm or firms shall provide services, all as set forth in this RFQ and more particularly described in this Section 4. Firms or teams are not required to be able to cover all services, but should be clear in their submittal what services they are qualified to provide and in which services they have particular expertise. The solicitation of a Master Services Agreement includes, but will not be limited to, the scope of potential services described herein. Each task requiring the service of the firm will be subject to a Sub-Agreement that will be executed under this contract. Each SubAgreement will include a description of deliverables, deliverable unit pricing, schedule for completing the task, and a fixed cost for the work. Unless otherwise determined by mutual written agreement between the Transportation Department and the firm, Sub-Agreements shall be on a fixed-cost plus expenses basis as specified in each Sub-Agreement. The scope of services for Sub-Agreements may include items like: 1. Feasibility Studies and Cost Estimates for multimodal transportation projects. 2. Functional Designs that could include vertical and horizontal designs, utility relocation/construction, determination of needed easements and rights-of-way, stormwater management, sedimentation and erosion control, pavement marking and signing plans, traffic control and pedestrian control, traffic signal design, street lighting, landscaping and/or construction documents that outline potential permits needed and coordination with respective permitting agencies. 3. Construction Drawing development for bicycle pavement marking projects following national best practices in design for all ages and abilities bikeways. 4. Construction Drawing development for low-cost intersection safety projects following national best practices in Vision Zero implementation. 5. Development of National Environmental Policy Act documents for transportation projects. 6. Grant writing tailored to specific projects and funding sources. 13 7. Traffic analysis of proposed design changes to street and intersection geometry and traffic control. 8. Impact analysis of changes to land use or transportation on vehicle miles travelled. 9. Wetland, Neuse River blue line, and buffer delineation to include proper recordation. 10. Policy Analysis that may review current and proposed changes to local, state, and federal legislation and the effects on the transportation environment. 11. Other related services that will be identified by the Transportation Department as projects requiring the firm's services arise. |
