Description | The City of Puyallup is requesting Statements of Qualifications (SOQ) for Consultants interested in providing on-call Materials Testing and Special Inspections Services for various city projects and tasks. The Materials Testing and Special Inspections Consultant(s) shall be responsible for field testing and inspection and laboratory analysis of construction materials, special inspections, as well as scoping and planning materials testing for projects. Typical materials may include; insitu soils, engineered fill, asphalt, concrete, structural steel, rebar, water quality, etc. The selected Consultant(s) shall be available on an as-needed basis from January 2023 to December 2024. It is the intent of the City of Puyallup that the selected Consultant(s) will have experience in accomplishing similar work for municipal clients. Work could be expected to include general Materials Testing and Special Inspections. Knowledge of WSDOT Standard Specifications, Local Agency Guidelines, standard testing means and methods, special inspections per the International Building Code, and public agency contracting is required. There is no limit to the number of projects which may be assigned to the selected Consultant(s). Annual on-call aggregate contract expenditures, including amendments, will be capped at $100,000 per year per firm for the life of the contract. The total value of all work performed under each firms contract will not exceed $200,000 for the life of the contract. The selected Consultant(s) will negotiate rates and markups with the City as a part of Professional Services Contract execution. The selected Consultant(s) will be required to annually update price information, qualifications, prevailing wages (if any). As a part of the annual update, the City will require that the Consultant(s) confirm that they are not debarred from performing work and that they are up to date in quarterly workers compensation premiums according to the Washington Department of Labor and Industries. Responses to this Request for Qualifications (RFQ) shall consist of a SOQ limited to ten (10) 8 x 11 single-sided pages, including cover letter and any resumes. A minimum of three references pertaining to the requested services must be listed, with current phone numbers and contact persons as a part of the SOQ. The Consultant is also required to fill out and return a copy of the attached form indicating the specific types of work that can be completed in-house without the need to subcontract or partner. The SOQs will be reviewed by a selection committee. The committee will select up to three Materials Testing and Special Inspections Consultants to be included on an on-call roster. A master contract will be signed with each Consultant selected, and task orders will be issued under these master contracts on an as needed basis. The City of Puyallup in accordance with Section 504 of the Rehabilitation Act (Section 504) and the Americans with Disabilities Act (ADA), commits to nondiscrimination on the basis of disability, in all of its programs activities.
