Description

The work shall consist of furnishing all products and performing all labor necessary to perform the following: CONTRACT A Construction of approx. 8,000 linear feet of 30", 24", and 8" gravity sewer main and the abandonment of the existing Bridgestone Lift Station, including, but not limited to, temporary bypass pumping, removing existing pumping equipment and appurtenances, jacking and boring, roadway replacement, earthwork, grassing, soil erosion and sedimentation control measures, and appurtenances necessary to provide a complete installation. CONTRACT B Rehabilitation of the existing Eastside Lift Station and construction of approx. 20,000 linear feet of 42", 30", and 8" gravity sewer main, including, but not limited to, temporary bypass pumping, removing existing pumping equipment and appurtenances, abrasive blasting the existing wet well, new inline pumps, manual bar screen, ductile iron piping and valves, generator, electrical, mechanical, SCADA system, manholes, jacking and boring, earthwork, grassing, soil erosion and sedimentation control measures, and appurtenances necessary to provide a complete installation. All Work shall be completed in accordance with the plans and specifications. Contract A will be awarded as long as a qualified bidder submits a bid within budget. If funding is available for the entire project, both Contracts will be awarded to the same Contractor. The Work may be awarded in two (2) Contracts. If only Contract A is awarded, a private developer will install a lift station. Bidders must complete the Qualifications of Bidder (Section 00470) in order to be evaluated for award of the Contract. Refer to the specific requirements outlined in the referenced Section. The Scope of Work as described herein is defined as "utility contracting" in accordance with O.C.G.A 43-14-2(17) so the Contractor performing the work must provide proof of a valid license by the State of Georgia as a "Utility Contractor" and must also employ a "Utility Manager" certification holder who will have oversight of all the work. Therefore, the Contractor submitting a bid must list the license number of the Contractor performing the utility contracting on the Bid form and provide proof of a valid license. See Instruction to Bidders for additional requirements. Bids shall be accompanied by a bid bond or certified cashier's check in an amount not less than 10% of the base bid. All bonds shall be by a surety company licensed in Georgia with an "A" minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of "Best's Key Rating Guide Property Liability". Performance and PaymentBonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if contract is awarded. Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety and certified to include the date of thebond. All qualifying Contractors and Subcontractors performing work with the City of Covington must register and participate in the federal work authorization program commonly known as E-Verify, or any subsequent replacement program, to verify the work eligibility information of new employees. In order for a Bid to be considered, it is mandatory that the Bidder's Affidavit of Compliance with O.C.G.A. 13-10-91 be completed and submitted with the Bid. Funding is to be provided by the Clean Water State Revolving Fund, administered by the Georgia Environmental Finance Authority (GEFA) and/or the American Rescue Plan Act (ARPA) - State Fiscal Recovery Funds (SFRF), administered by the Office of Planning & Budget (OPB). Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.
