Description | The work will include, but not be limited to, removal of the existing timber deck structure and replacement with prestressed concrete box beams. The existing abutments will be modified to remain in place. There will be full-depth pavement reconstruction extending approximately 50 feet on each approach. This project is a Locally Administered Federal Aid Project. County of Livingston will accept bids for the Stones Falls Road over Mill Creek Bridge Rehabilitation in the Town of North Dansville, Livingston County. Bid documents will also be available for review only, at the office of the Livingston County Highway Department, 4389 Gypsy Lane, Mount Morris, NY 14510. Bids should be made in writing on the forms furnished with each set of Contract Documents. Questions can be submitted in writing to Popli Design Group, 555 Penbrooke Drive, Penfield, NY 14526, or emailed to the person identified above and must be received by 4:00PM on November 23, 2022. Only written Requests for Information (RFIs) will be accepted. The questions received and all answers will be sent to all in receipt of the bid documents no later than 4:00 PM on December 2, 2022. If necessary, an Addendum to the Bidding Documents will be issued. Service-Disabled Veteran-Owned Set Aside: No Minority Owned Sub-Contracting Goal: 0% Women Owned Sub-Contracting Goal: 0% Service-Disabled Veteran-Owned Business Contracting Goal: 0% Disadvantaged Owned Sub-Contracting Goal: 5% Contract term: 1 Year Bid documents will also be available for review only, at the office of the Livingston County Highway Department, 4389 Gypsy Lane, Mount Morris, NY 14510. Within thirty (30) days after the date of the contract award, bidding documents in good condition may be returned to Popli Design Group, for a return of the deposit paid under the terms and conditions for New York General Municipal Law 102. Each Bidder shall include a Bid Bond with its bid, security in an amount not less than five percent (5%) of the base bid in the form and subject to the conditions provided in the "IMPORTANT BIDDER INFORMATION". A CERTIFIED OR BANK CHECK WILL NOT BE ACCEPTED. No Bidder may withdraw his bid within forty-five (45) days after the actual bid opening. All bids must be accompanied by a fully executed Non-Collusion Certification and Attachment "D" Certification "Iranian Energy Sector Divestment" pursuant to New York State General Municipal Law Section 103-g in order to be considered. The County of Livingston reserves the right to reject any and all bids. Construction of this project will be done in strict accordance with the New York State Department of Transportation (NYSDOT) policies, procedures, and Standard Specifications (U.S. Customary Units), latest edition, and all addenda in effect on the date of advertisement for bids. The General Provisions of Contract, Contract Forms of Proposal, Agreement, Bonds, General Construction Specifications, Materials of Construction that are contained within the Specifications will be adhered to in all respects. In compliance with the provisions of Section 115 (Prevailing Rate of Wage), Public Law 627, the minimum wages paid laborers and mechanics are included in wage schedules that are set out in the bid proposal. The New York State Department of Transportation (NYSDOT) and Livingston County require that all bidders and subcontractors present evidence of experience, ability and financial standing. Subcontracting is permitted as described in Section 108-05 of the NYSDOT Standard Specification, latest edition. Submission of or current proof of a valid NYS Uniform Contractors Questionnaire is required. In accordance with NYSDOT Standard Specification Section 102-12 G, within 5 calendar days of letting, the apparent low bidder shall submit a complete D/M/WBE Pre-Award Participation Package to Livingston County using the NYSDOT approved civil rights reporting software, Equitable Business Opportunity Solution (EBO). This contract is federally funded and has a DBE goal of 5%. Project EEO Goals: 5.3% Minority, 6.9% Female. Livingston County and the New York State Department of Transportation, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation and Title 23 Code of Federal Regulations, Part 200, Title VI Program and Related Statutes, as amended, issued pursuant to such Act, hereby notify all who respond to a written solicitation, request for proposal or invitation for bid, that they will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, sex, age, disability/handicap and income status in consideration for an award The County of Livingston reserves the right to waive any and all informalities in or to reject any or all bids.
