Description

The cut-off date for questions and answers is 4:00pm on April 25, 2023 No work or deliveries shall be performed under the contract award until a Fully Executed Contract has been issued by the Purchasing Department. Bidder must comply with the following: Include with the submitted bid, a ten (10%) percent bid bond or a certified check made payable to the City of Bridgeport with its bid submission if the bid is $50,000.00 or more, except for bids from MBE's, for which a bid bond is required on bids that are $100,000 or more. The successful bidder, prior to permission to proceed, will be required to post a payment bond of 100% of the contract price if the contract price is in excess of $100,000, and a performance bond, for 100% of the contract price, if the bid is $50,000.00, or more except that performance bonds from MBE's will only be required on projects that are $100,000.00 or more. THE MBE CERTIFICATION SHALL BE SUBMITTED AT THE TIME OF BID OR NO EXEMPTION FROM THE BID BOND REQUIREMENTSHALLBE PERMITTED. Certificates of Insurance will be required from the awarded contractor prior to the commencement of any work and shall be furnished to the Department of Public Purchases, Margaret E. Morton Government Center, Second Floor, 999 Broad Street, Bridgeport, Connecticut 06604 and must be shown as issued to the City of Bridgeport as additional insured with thirty (30) day notice for cancellation or non-renewal of policy. Contractor must be licensed in the State of Connecticut and all employees must be properly certified and qualified to perform the work. Out of state bidder must provide the City of Bridgeport with a Certificate of Authority to Do Business in the State of Connecticut within five days of a Notice of Intent to Award. This can be obtained from the Connecticut Secretary of State. The City of Bridgeport reserves the right to: Reject any and all bids in whole or in part or to accept any bid, in its sole discretion if doing so is deemed to be in the best interest of the City of Bridgeport. Reserves the right to reject any or all bids or to decline to make an award. To make awards not based solely on low bid when time is a critical factor. Verify that the bidder was not delinquent on any, City real and personal property taxes, at the time of the bid opening. Award a contract to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the City of Bridgeport in terms of cost, price, and other factors specified elsewhere in this solicitation, considering the bidder's price, resources, equipment, availability and other factors specified elsewhere in this solicitation. The Contractor is prohibited from assigning, transferring, conveying, subletting, or otherwise disposing of the ultimate contract award or its rights, title or interest therein or its power to execute such agreement to any other person, company or corporation without the prior consent and approval in writing by the City. Do not include in your quotation any taxes for which the City is not liable. The City will issue tax-exempt certificates covering the work upon request. This bid may be eligible for the City of Bridgeport Minority and Buy Local Program.
