Description

As of July 26, 2022, project was awarded to Color New Co. No awarded amount was established. The City of Port Hueneme is soliciting proposals from qualified and licensed commercial painting contractors ("Contractor") to paint the exterior of the Recreation Center This includes surface preparation, painting, caulking of all windows, doors, and surface joints. The selected Contractor will also be responsible for providing all specialized equipment and tools necessary to completing the project. The terms of the Contract shall be for a period as to complete all items located in the Scope of Work, as well as to complete all punch-list items to the complete satisfaction of the city The primary scope of work is for Exterior Painting of: Orvene S Carpenter Community Center and Library 550 Park Avenue, Port Hueneme, CA 93041 Surfaces to be painted include: Stucco/Block Walls/Retaining Walls Natural/Stained Overhangs Window Mullions, Fascia and Trim Decorative Metal structuring Wrought Iron Iron Gates Wire and conduits as part of the surfaces they are attached to 1) Surface Preparation: a) Surfaces not to be painted shall be protected during cleaning and painting operations. b) When repairing areas of failed paint, bevel the edges of the intact existing paint so as to minimize the visual impact of the previous failure c) Clean and repair any cracks, holes and other surface imperfections d) Remove surface preparation debris from the work site and dispose of it in conformance with applicable environmental regulations e) Surface must be clean and sound, free of chalk, peeling paint, efflorescent, oil, wax, grease, salts, dirt and mildew f) Rust and all loose coatings are to be removed by scraping, sanding or other abrading method g) Caulk all seams, cracks, and joints around doors, windows, siding, beams, flashing, etc. with Flexible Seal Urethane Caulking to produce watertight seal 2) Paint Products: a) All exterior metal surfaces, unless otherwise noted, will be painted to the paint specs. b) Color correctness to be agreed upon in advance by both City and Contractor c) Contractor shall follow all manufacturers' instructions for application techniques and cure times d) Prior to the award of the contract, a written description of all materials which are to be used shall be provided to the City Project manager for approval. Material descriptions shall include, but not limited to, product name, manufacture and product number. e) All coating materials shall be delivered to the job site in the original and unopened containers plainly marked with the proper designation of the product, as well as the name of the manufacturer. f) Additional coats of paint shall be applied at no extra cost to areas where the substrate or undercoat is showing through the topcoat. g) The paint may not be adulterated by the addition of any substance without the manufacturer's written consent and supervision h) The contractor shall retain sufficient quantities of paint of the same batch until completion of the entire project to permit uniform touch-up i) It is to be understood by the painting contractor that all coatings must conform to all state and local regulations at the time of application 3) Protection: a) Surfaces not being painted shall be protected from drips, spatter, overspray and other paint contamination by means of masking, drop sheets and protective covers. It shall be painting contractor's responsibility to verify with the City Project Manager which surfaces are not to be painted. 4) Application: a) The painting contractor shall be completely responsible for the quality of his work, and is not to commence any application of paint until surface is in proper condition. b) The prime coat shall be applied soon after surface preparation has been completed and before any contamination of the substrate c) If the painting contractor considers a surface unsuitable for proper finishing, they shall notify the City Project Manager. Contractor is not to apply any material until corrective measures have been taken, or the City Project Manager has been instructed to proceed d) If the painting contractor has been instructed to begin painting under conditions and circumstance they believe could result in poor performance and early failure of the coatings, the Contractor shall immediately inform the City Project Manager in writing. e) Ensure that expectations of humidity, precipitation and temperature during application and curing of paints are within the range permitted by the manufacturer. f) Apply a uniform film that is free of overspray, dirt inclusion, unevenness, wrinkles, streaks, sags, runs, blisters, brush marks or other defects. Any non-conformity in any coat shall be repaired prior to final inspection g) When repairing areas of failed paint, make every effort to apply the new paint so as to minimize the visual impact of the previous failure All inquiries regarding this Request for Proposals should be directed to Gabby Basua, Housing and Facilities Maintenance Director, in writing or via email at: gbasua@ci.port-hueneme.ca.us.
