Description

The Riverside County Superintendent of Schools, herein referred to as "SUPERINTENDENT", will receive sealed bids for the Nuview Special Education Playground and Site Work Project, herein referred to as "Project". This Project must be completed within fifty (50) calendar days, herein referred to as "Contract Time", as provided in the Bid and Contract Documents, herein referred to as "Bid Documents". Prospective Bidders, herein referred to as "CONTRACTOR", must review the Bid Documents for more complete information regarding this Project and submission of bids. This project is a Construction Management/Multi Prime Contractor bid. Bidders may bid on a single or multiple bid packages, however no combination bids will be accepted. Bidders who wish to bid on multiple bid packages must submit a bid for each package separately. The work is broken out in two (2) Bid Packages as follows: Bid Package No. 01 02 Liquidated Damages: Pursuant to Government Code Section 53069.85, if work is not completed within the Contract Time, it is understood, acknowledged and agreed that SUPERINTENDENT will suffer damage. It is therefore agreed that CONTRACTOR shall pay to SUPERINTENDENT the sum of one thousand dollars ($1,000.00), as liquidated damages, for each and every calendar day of delay beyond the Contract Time. Payment of Prevailing Wage Rates: Pursuant to California Labor Code section 1720 et seq., it shall be mandatory upon CONTRACTOR to whom the Contract is awarded, and upon any subcontractor under such CONTRACTOR, to pay not less than the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the Contract, including holiday and ove1time work as well as employer payments for health and welfare, pension, vacation, and similar purposes. Department of Industrial Relations: In accordance with Labor Code section 1725.5, CONTRACTOR and all subcontractors (of any tier) must be currently registered and qualified with the Department of Industrial Relations (DIR) in order to be listed on a bid proposal, awarded a public works project, and authorized to perform public work. Electronic Certified Payroll: Unless specifically exempted by the Labor Commissioner for this Project, CONTRACTOR and all subcontractors shall furnish certified payroll records as required pursuant Labor Code section 1776 directly to the Labor Commissioner in accordance with Labor Code section 1771 .4, on at least a monthly basis, (or more frequently if required by SUPERINTENDENT or the Labor Commissioner), and in a format prescribed by the Labor Commissioner. These requirements will apply to all public works that are subject to the Labor Commissioner for this Project, monitoring and enforcement of the prevailing wage laws and related requirements will be performed by the Labor Commissioner/Depa1tment of Labor Standards Enforcement (DLSE). For all mailed sealed bids CONTRACTORS sha ll be responsible to mail bid documents on time prior to the bid close date. Bid documents that do not arrive until after the Bid Closing date and time will be returned unopened to the Contractor and will not be considered. It is recommended to send an email with the tracking number to Jose Contreras, Project Manager, with the Riverside County Superintendent of Schools, at jcontreras@rcoe.us. Bids must be submitted on SUPERINTENDENT'S Bid Document s. All blanks in the Bid Documents must be appropriately filled in. Bids shall be valid f r sixty (60) days after the bid opening date. Prior to award of the contract, the successful CONTRACTOR will be required to furnish a Performance Bond and a Payment Bond, each in the amount of one hundred percent (100%) of the Total Bid Price, on the forms provided, and in the manner described in the Bid Documents. All bonds must be issued by a California admitted surety as defined in the California Code of Civil Procedure 995.120. If applicable, CONTRACTOR shall comply with Public Contract Code 4108 with respect to subcontractor bond requirements. List of Subcontractors: Each CONTRACTOR shall submit with its bid, on the form furnished with the Bid Documents, a list of designated subcontractors on this Project as required by the Subletting and Subcontracting Fair Practices Act, and California Public Contract Code 4100 et seq. License Classification: Pursuant to Business and Professions Code 7028.15 and Public Contract Code 3300, CONTRACTOR shall possess the California contractor' s license(s) classification Bid Package #1- General Trades, License Category B; Bid Package #2 - Playground Installation & Rubber Surface- License Category C61/D12; as applicable to the work in the Bid Package. Subcontractors must possess the appropriate licenses for each specialty subcontracted. Each CONTRACTOR shall be a licensed CONTRACTOR pursuant to the Business and Professions Code and shall be licensed in the appropriate classification for the work to be performed. Failure to have the specified license or licenses shall render the bid non - responsive and shall act as a bar to the award of the contract to any CONTRACTOR not possessing the specified license at the time of bid. Licenses acceptable for the work are intended in the bid package listed above, and more than one license may be required. The list in no way relieves CONTRACTOR from fulfillment of any legal requirement or licensing necessary for performance of his work. SUPERINTENDENT reserves the right to reject any and all bids, and to waive irregularities in any bid. Nuview Special Education Playground and Site Work Project, herein referred to as "Project". This Project must be completed within fifty (50) calendar days. *Blackstone Builders requests Playground Installation and Underground Piping bids by 4:00 p.m. on February 9, 2023.
