Description

Bidders must receive their documents directly from milnewengr@aol.com for their bids to be considered. Project no.22-118 Any bid received after the closing time will be returned unopened. It is intended that the contract shall include all materials, labor, equipment, services, etc. required for roofing replacement and parking area construction as shown in the Drawings and described in the Specifications prepared by Miller-Newell Engineers, Inc., 510 Third Street, Newport, AR. The Contractor will not be required to perform work that is not within the general character and scope of the Drawings and Specifications or not reasonably inferable therefrom; however, he must recognize and accept the fact that these documents are not intended to illustrate or describe each and every possible detail of construction or finish that will be encountered in the execution of the work, nor can they show the exact location of each mechanical line, wiring device, fixture, etc. Where conditions are encountered that have not been specifically shown or detailed, they shall be worked out and finished similar to other details of like nature, or in accordance with supplementary Drawings furnished by the Engineer. It shall be the responsibility of the General Contractor to coordinate all of the various phases of the construction and finish materials, including mechanical and electrical lines and equipment, so that all of the many components will fit together and function properly without interference one to the other to the end that the entire job when completed will present a neat and finished appearance with all movable parts and mechanical and electrical equipment operating properly, ready for the Owner's occupancy and use. The dwelling units that are being worked will be occupied and shall remain occupied during construction. All bids must be submitted on forms furnished by the PHA, submitted in duplicate and submitted in a sealed envelope plainly marked to show the name and address of the bidder, contract job number, date and time of bid opening; Bidders are required to have an Arkansas Contractor's License when the cost of the work to be done by the Contractor including, but not limited to, labor and materials, is $20,000.00 or more, this is in accordance with Arkansas Code Annotated 17-22-101, et. seq.; The work to be performed under this contract is subject to the requirements of section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701u (section 3). Each bid submitted must contain the following items: (1) Bid form, signed by bidder; (2) Bid guarantee in an amount equal to five percent (5%) of the bid price, the bid guaranty can be in the form of a certified check or cashier's check made payable to the PHA, a U.S. Government bond endorsed to the PHA, or a bid bond executed by the bidder in accordance with HUD-5369, Clause 9; (3) Representations, Certifications and Other Statements of Bidders - Public and Indian Housing Program Form HUD-5369-A; (4) A Non-Collusive Affidavit form which must be submitted if your bid is over $50,000.00; (5) Previous Participation Certification, Form HUD-2530, form which must be submitted if your bid is over $50,000.00. (6) Certification of Bidder Regarding Section 3 and Segregated Facilities. (7) Contractors Section 3 Plan Format (8) Certification of Prime Bidder Regarding Equal Employment Opportunity. (9) Certification of Prime Bidder Regarding Non-Segregated Facilities. (10) Contractor's Certification Concerning Labor Standards and Prevailing Wage Requirements. The successful bidder shall be required to furnish an Arkansas Performance and Payment Bond or Bonds on the form contained in the Contract Documents in the amount of 100% of the full amount of the bid. This is in accordance with Arkansas Code Annotated 19-11-405. Nonresident contractors shall be required to comply with the requirements of Act 489 of 1989, pertaining to Contractors Bonds. The PHA reserves the right to reject any or all bids, separately or in their entirety; to accept or reject any Bid by line item; to waive any informalities in the bidding; to consider and award Bids in a manner that will be in the best interest and most advantageous to the PHA, to the lowest responsive and responsible bidder or bidders, as appropriate, whose bid or bids, as appropriate, conforms or conform, as appropriate, with all the material terms and conditions of the Invitation for Bids. No bid shall be withdrawn for a period of 60 days subsequent to the opening of bids without the consent of the PHA.
