Description

As of September 26, 2022, bids were canceled. No definite date for the rebid. The City of Arcata is requesting Bids for the Arcata Wastewater Treatment Facilities Improvements Phase 1 Project. The WORK consists of furnishing all labor, materials, equipment, incidentals and performing all work required to complete the Project. The Project includes: 1) Modifications to the influent pump station - headworks and replacement of the influent pumps and bar screens. 2) Demolition and replacement of the grit chamber and grit handling facilities. 3) New influent flow split structure. 4) Modification to Primary Clarifier No. 2. 5) New Oxidation Pond Transfer Structure. 6) Modifications to Oxidation Pond No. 2. 7) Modifications to the Emergency Pond Pump Station. 8) Modifications to the treatment wetlands and structures. 9) Modifications to the Pond Pump Station and Pump Station No. 1. 10) New UV disinfection facilities. 11) Modifications to the chlorine contact basin. 12) New Allen Enhancement Wetland Bypass Structure. 13) Modifications to the enhancement wetlands. 14) Modifications to the Enhancement Wetlands Pump Station. 15) New plant effluent discharge at Outfall 003. Each Bid must be accompanied by a Bid bond, certified check, or cashier's check, made payable without condition to the City of Arcata in an amount of ten (10) percent of the Bidder's maximum Bid price. A Good Faith Effort to meet DBE goals is required for this project. See Section 00820 of the Contract Documents. This Project has a DBE goal of 6.8%. This CONTRACT is subject to State contract non-discrimination and compliance requirements pursuant to Government Code, Section 12990. The City of Arcata hereby notifies all bidders that it will affirmatively insure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. In accordance with California Labor Code Section 1771.4, the Project is subject to compliance monitoring and enforcement by the Department of Industrial Relations (DIR). Each contractor or subcontractor listed on the bid proposal must be registered with the DIR, pursuant to Labor Code section 1725.5. In accordance with California Labor Code Section 1770, et seq., Contractor and subcontractor must submit certified payroll records to the Labor Commissioner. Pursuant to Section 1773 of the Labor Code, the Director of California DIR has determined the general prevailing rate of wages. Bidders may contact the DIR at (415) 703-4281 for General Prevailing Wage Rates on specific job classifications. Future effective wage rates, which have been predetermined, are on file with the California Department of Industrial Relations. Bidders are advised that if they intend to use a craft or classification not on file in the general wage determinations, they may be required to pay the wage rate of that craft of classification most closely related to it as shown in the general determinations. The above project is subject to uniform construction cost accounting procedures as set forth in the California Public Contracts Code, Section 22000 et seq., the Uniform Public Construction Cost Accounting Act. Pursuant to California Public Contracts Code Section 22300, CONTRACTOR may substitute securities in place of any funds retained by the City for WORK performed on this project. The City of Arcata reserves the right to reject any and all bids. Engineer's Estimate $30M - $35M *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
