The subgoals established for this project are stated above. Any MBE firms bidding should review the provisions in COMAR 21.11.03.12-1 for counting a portion of selfperformance toward meeting the stated goals. The bidder or offeror is required to submit with its bid or proposal a completed Attachment A - Certified MBE Utilization and Fair Solicitation Affidavit and Attachment B - MBE Participation Schedule This project is subject to State of Maryland Prevailing Wage Rates as determined by the Department of Labor, Licensing & Regulation - Division of Labor & Industry. 1. Package 16A - Electrical/Low Voltage Cost Group H $15 Million to $30 Million The Board of Education of Baltimore County reserves the right to reject any or all proposals and to waive informalities. 1. Where furnishing and installation of work is indicated by separate parties include: Furnishing Party - delivery to job site including freight and taxes. Installing Party - receiving, unloading, inventory, storage, handling and installation. 2. Each contractor is to provide layout/stakeout as required to perform their work. Initial horizontal and vertical control (at two locations on the site) will be provided by others (see specific scope of work). Contractor shall take precautions when completing layout work by thoroughly verifying sizes and locations of proposed equipment, services, and building components such as walls, ceilings, etc. The Contractor shall review and compare multiple strings of dimensions, when shown on the drawings, to minimize layout and drawing discrepancies. Ambiguities, errors, or any inconsistency in the drawings shall be brought to the attention of the Construction Manager. Each Contractor is responsible for reviewing information/literature on equipment being supplied by other Contractors and the Owner in order to coordinate the completion of the work. 3. Core drilling, cutting, and patching as required to perform work. Include restoration of surfaces to original condition if required. Cutting shall be performed as to minimize patching. Notify Construction Manager prior to cutting. 4. Sealants, caulking and fire-stopping integral with work. In the process of planning its work, each Contractor shall review the Contract Documents to determine the location of the fire rated/smoke type partitions and the full height walls. The Contractor shall locate pipes, ducts, conduits, etc. in order to minimize interference with these walls. 5. Permit fees, licenses, testing and inspection required for work other than the building permit. Testing for soil compaction, structural steel and concrete will be performed by an independent testing agency under contract to BCPS. Contractor shall arrange inspections and tests, coordinate, and cooperate with the testing agency and provide assistance as specified. Provide at least 48 hours of notice to the testing company prior to requiring the testing agency on site. Each Contractor shall arrange for the required permit inspections by the governing authorities during the course of completing its work (the Construction Manager shall arrange the Final Occupancy Inspection). Fines associated with non-compliance with said permits and approvals shall be the responsibility of the contractor. 6. Daily and final cleanup including mud and dirt tracked onto public walks, lots and roads. Good housekeeping is essential to the safe and efficient construction of the job and is the responsibility of each foreman and his crew. Work areas, stairways, walkways, storage rooms, staging areas, office areas, and other areas shall be kept clean of obstructions, paper, scrap, pipe, lumber, welding rods, rags, and other debris at all times. Wash tires at wheel wash station prior to leaving site. 7. Removal to dumpster(s) all trash and debris generated by this work (unless otherwise noted in the specific scope of work). Refer to Item 55 for further discussion on LEED requirements. Each contractor is to deposit their trash and debris into dumpsters provided by the Construction Manager based on the type of trash: concrete/masonry (clean no rebar) will be in a separate dumpster while, wood, metals, asphalt, gyp board, and paper will be in another dumpster. The Construction Manager will be responsible for all waste removal from the site and recycling to meet the LEED requirements. 8. Unloading, Hoisting, and maintenance of traffic. 9. Owner, MOSH, OSHA and Whiting-Turner safety requirements. See "Trade Contract Safety (Exhibit A)". 10. Temporary lighting, power, and water for contractor's trailers. Temporary lighting in the work place beyond what is provided by the 16A Contractor is to be provided by the Contractor requiring same. 11. Scaffolding, lifts, cranes and other means of access for own work is included. In accordance with applicable codes and regulations, all hoisting equipment used on site shall have routine maintenance and inspections. Copies of the inspection certificates are to be provided to the Construction Manager. 12. Temporary staging, storage, and office facilities including utilities (and monthly service) for same. 13. Excavation, backfill, compaction, shoring, and normal mucking/dewatering for own work. Haul off-site excess spoils. Contractor shall provide dust control for his work. Contractor shall contact Miss Utility prior to any and all excavation work. 14. Premium costs for shutdowns or any other off-hour work. All shutdowns must be scheduled off-hours and at least one (1) week in advance. 15. Phasing and remobilizations per the project schedule and as required to properly coordinate and complete the work. 16. Temporary protection of new and existing work from damage by own work. The tentative date for notice to proceed is March 2023.
