Description

The U.S. Army Corps of Engineers - St. Paul District requires a contractor to provide wireless instrumentation services that will be required to prestress the upstream and downstream miter gate diagonal timbers (48 diagonals total) during the Winter Maintenance Dewatering Project at Lock and Dam No. 4 (LD4) located in Alma, Wisconsin. The wireless instrumentation services include, but are not limited to the following: installation of wireless instrumentation, provide real-time stress and strain readings for all gauges on all diagonals simultaneously, and data reporting. The contractor will be required to provide an Instrumentation Team and the required equipment up to four (4) consecutive days for a minimum of ten (10) hours a day. USACE-MVP will inform the contractor a minimum of five (5) days prior to the commencement of work. Contractor must be available 04 January 2021 through 15 March 2021, including weekends. Prestressing of the gates will occur during winter rain and/or snow conditions on the miter gates of LD4. High winds and low temperatures should be anticipated. The contractor shall provide a two (2) person instrumentation team, which will work with USACE-MVP M&R crew as a joint team. At least one team member shall be proficient with operation of the respective software, evaluate the output, and apply the final data. This team member shall be present for the entire prestressing operation and be able to provide "real-time" results to the M&R crew prestressing the gates for all 12 diagonals simultaneously. Both team members provided by the contractor shall have wireless strain gage installation and operation experience.
