RFQ CMAR - Wastewater Treatment Plant Solids Treatment Upgrade and Expansion Project

The City of Manhattan (City) is soliciting Statements of Qualifications (SOQS) in an effort to select a Construction Manager At Risk (CMAR or Construction Manager) for the Wastewater Treatment Plant (WWTP) Solids Upgrade and Expansion Project (Project). This Request For Qualifications (RFQ) invites SOQs to be submitted by Respondents according to the requirements set forth in this RFQ including the format and content guidelines in Section 5. The City intends to award a contract for CMAR services (see RFQ Attachment B - Draft Agreement and General Conditions between Owner and Construction Manager) utilizing a two-step, best-value competitive process to select the most qualified Construction Manager. The two-step process is described in Section 4 and Section 6. The Project is to be designed and constructed in two phases using the CMAR delivery method. In connection with this procurement process, including the receipt and evaluation of SOQS, Proposals, and aware of the Agreement and General Conditions between Owner and Construction Manager, the City reserves to itself (at its sole discretion) all rights available to it under applicable law, including without limitation, with or without cause and with or without notice, the right to.
