Resurfacing of 129th Street and Dickey Road

Resurfacing of 129 Street from Dickey Place to the roundabout and Dickey Road from the roundabout to Michigan Avenue. This work shall include, but is not limited to. street light installation, pavement milling, subbase repair, concrete curb repairs, sidewalk and curb ramp removal and replacement. asphalt paving, and striping. The work shall be completed by October 31, 2023. Bidders must he experienced in the construction of the type of facilities to be constructed under the contract for which a bid is submitted. No bidder may withdraw his proposal for a period of 60 days following the date set for receiving bids. The City of East Chicago reserves the right to retain any and all bids for a period of not more than 60 days and said bids shall remain in full force and effect during said time. The City of East Chicago further reserves the right to waive infonnalities and to award the contract to any Bidder all to the advantage of the City of East Chicago or to reject any and all bids. Each bid shall be accompanied by an accept,* certified check or cashier's check, made payable to the City of East Chicago or an acceptable Bid Bond in the amount not less than five percent (5%)of the total bid price executed by an incorporated surety company in good standing and qualified to do business in the State of Indiana. Performance and Labor and Material Bonds, each in the amount of one hundred percent (100%) of the Contract price will be required. Standard Indiana Form 96 (Revised 2009) which includes non-collusion affidavit will be required. Each bidder shall complete Financial Questionnaire and provide Financial Statement as well as Indiana's Illegal Immigration Law, all to be submitted with their bid. Liquidated damages for delay will be as provided in the Bid Proposal. Work hours will be as provided in the Special Provisions. Partial payment will be made monthly based on an approved payment requisition. The Contractor and all subcontractors will be required to comply with required State regulations including E- Verify. and East Chicago City Ordinances 05-0019, the Equal Opportunity Ordinance Amendment, and 05-0020, the local Hiring Ordinance. Contractors submitting a bid for City construction projects must subscribe to the Indiana Plan and a joint apprenticeship and training program for that project if their bid is accepted and provide proof of same before any payments arc made. Fifty (50%) percent of the Contractor's work force in each initial craft will be comprised of residents of the City of East Chicago participating in the Indiana Plan, whenever possible.
