Description

This sources sought notice is for informational purposes only. This is not a request for bids/proposal. PROJECT: W912DR23R0010 Bureau of Engraving and Printing Currency Production Facility located in Beltsville, Maryland No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests. This is a NOTICE for Market Research ONLY to determine the availability of Brand Name Items. The United States Army Corps of Engineers, Baltimore District intends to include the following proprietary items in a request for proposal for a construction contract acquisition under the authority of FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This project may include a Brand Name only component, as described below, unless the results of this sources sought notification indicates otherwise. This notification serves three purposes: (1) to notify potential Offerors of the Government's intent to solicit a brand name only component under a future construction project; (2) to identify potential sources that can provide the brand name only item and/or equivalent; (3) notification of the Army's intent to contract sole source for a Brand Name Only, if the market is unable to provide 'equivalent' products. SUMMARY OF REQUIREMENT: The construction project will include Brand Name only equipment. Wiping Solution Plant. In order to ensure compatibility and sustainability of the BEP manufacturing/printing process, the new CPF must install specific brand name Aqua Save II wiping solution production and recycling equipment as a part of this project. This proprietary equipment is essential to the wiping solution production and recycling at the new CPF. The Aqua Save II system is critical to the wastewater pretreatment plant portions of the manufacturing process, as developed at the existing BEP DC facility. The Aqua Save II system is critical to production of the wiping solution, which is used in the intaglio printing process for Federal Reserve Notes. This system provides patented wiping solution production, high-efficiency recycling and wastewater treatment, which is based essentially on chemical and physical properties and does not use membrane separators. This brand name item is required at the new CPF to ensure operational consistency and quality between the two facilities during operational start-up, testing, and phased installation of the new press equipment. The Aqua Save II is integral to the production of Federal Reserve Notes, and as such has undergone extensive operational testing to ensure compatibility with existing BEP production processes. Audiovisual Systems and Equipment. The Government requires the new CPF maintains audiovisual technology compatible with existing facilities systems to allow for seamless communication between the various BEP facilities. All BEP auditoriums and conference locations in all facilities must be fully integrated with one another for efficiency in large scale secure communication. All locations must be able to come online at the same time. BEP currently utilizes PolyCom systems in their existing campuses of the Western Currency Facility (WCF) and the DC Currency Facility (DCF). All current BEP auditorium and conference locations are utilizing PolyCom for the audiovisual system. The BEP requires AV Equipment that meets the specific IT requirements involved with maintaining communications across multiple campuses. The brand names listed are the products that have already been tested by BEP IT Operations and found to provide acceptable performance. Servers and Storage. The project will require the new CPF IT infrastructure to be in compliance with the existing BEP IT infrastructure. The BEP IT infrastructure consists of approximately 90% Dell systems (servers, laptops, desktops, and storage area networks) across all agency locations. Integration of system components with the existing IT infrastructure justifies why this brand name equipment is necessary. In order to ensure compatibility with the existing infrastructure, the brand name Dell servers and storage must be installed as a part of this project. Maintaining a standard hardware vendor platform allows for a much more effective management of the IT infrastructure, reducing the time and resources required for system maintenance, management, applying configuration standards, IT Security compliance, troubleshooting, and repair efforts. Interconnectivity between the various systems is an extremely complex configuration and requires that the systems be fully compatible with one another. Troubleshooting efforts are extremely time-sensitive when dealing with mission essential IT systems running at BEP. When original equipment manufacturer (OEM) support is required, the ability to speak with one vendor about an issue involving servers, storage, switches, etc. allows for more expeditious troubleshooting and support efforts. Networking Equipment. In order to ensure compatibility and security of the BEP IT infrastructure, the new CPF must install specific brand name Cisco network switches as a part of this project. The Cisco Brand Name is the BEP IT Enterprise standard based on BEP Office of Information Technology Operations' (OITO) careful consideration of product capabilities and best-of-breed systems to meet complex cyber-security and network configuration requirements. BEP is approved to run Cisco IOS version 10.5.3.2.89 or greater as approved by BEP IT Security. This new equipment must connect seamlessly with the existing Cisco infrastructure currently in place at all BEP facilities. A single source manufacturer of the data network switches keeps the integrity of the network intact and allows for prompt support whenever problems occur. BEP's existing network infrastructure is Cisco across all locations. Standard network configurations are in effect across all network devices as a required standard. This will minimize any interruption of the BEP's critical services to Manufacturing / Production. The requested Cisco equipment is an add-on to infrastructure systems already in place and will allow BEP to upgrade existing systems in LAN expansion, and network enhancement at BEP's facilities, and allow BEP to perform micro-segmentation across BEP's entire network. Secure Door Hardware. The ASSA Abloy LFIC 6-pin Cylinder will be required to secure the BEP facility; including the manufacturing, warehouse, administrative, laboratory, storage, loading and shipping, equipment storage, and service areas, as well as the overall facility as required by the BEP. The BEP previously procured a dedicated ASSA Abloy's master keyway that is leveraged at all BEP facilities. This LFIC 6-pin Cylinder product has already been tested by BEP Security and found to perform correctly. The building is a secure facility where access is strictly controlled. The project requires its own dedicated keyway integrated throughout the campus to meet the BEP Office of Security requirements. ASSA Abloy has a patent specific to the BEP security requirements which is available to no other hardware manufacturer. The BEP will continue to utilize their existing keying equipment and locksmith program as they transition to the new CPF, which is proven to be compatible with the ASSA Abloy LFIC 6-pin Cylinder product. These are the only cylinders that BEP will use on their campus. In the event no equivalent equipment exists, the Brand Name Only justification will be issued pursuant to FAR 6.302-1. A subsequent market survey will not be published in support of a Justification and Approval (J&A) for sole sourcing the resultant product(s) or system(s) in the event an equivalent product is not submitted for consideration. In such instances, the brand name or equal component will be embedded in the construction project. Only that part of the project requiring brand name components will be sole sourced if no sources are able to prove an equal product. Interested vendors must show clear and convincing evidence that alternatives to the specified items exist. Interested vendors wishing to be considered by the Government as described above must provide a copy of its brochure and any other capability statements/ data no later than 30 June 2023, 11:00 AM EST, to Contract Specialist, Leigha Arnold, U.S. Army Corps of Engineers, Baltimore District, Contracting Division, via email to Leigha.M.Arnold@usace.army.mil. This is a market survey and notification of intent only. This is not a request to respond to a solicitation. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the direction of the Government.
