Buell Avenue Parking Lot

This project was previously let and awarded to a contractor. The work was partially completed and is now being rebid in its current condition with additional storm water scope. This reissued for bid scope of work provides guidance for completion of remaining work in the original project design, plus the new stormwater work after project suspension. Project Description: The project will develop a 3-1/2-acre parcel into two parking Lots. Parking lot one will be developed into a 100 parking space multipurpose lot serving both airport and NFTA Metro patrons by providing a parking lot that offers: o Park & Ride o Cell Phone Waiting o TNC Waiting Area (Lyft/Uber) o Metro Bus Stop Parking lot two will be developed into a 297 parking space Airport Employee lot. This lot will be secured by access-controlled barrier arms and monitored by video surveillance. The lot will include two waiting shelters. Note: Final parking space counts may vary based on constraints identified during design and construction. The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period. Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com, or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA's Engineering Branch website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid. The Contractor shall perform not less than 50% of the Work with its own forces. The time of completion for the project is 310 calendar days (includes a winter shutdown) after receipt of the Notice to Proceed. (Phase 1 - Pump station/Storm Sewer work to be completed in Fall 2022. All remaining site work, Phase 2, to be completed by June 30, 2023.) Liquidated damages in the amount of $ 1,140 per calendar day will be assessed against the Contractor for its failure to complete the project within the time specified. The MWBE (Minority and Women-Owned Business Enterprises) and SDVOB (Service-Disabled Veteran Owned Business) Goals for 10BL1806 are as follows: MBE 18% WBE 12% SDVOB 3%.
