Description

The Monroe County School District reserves the right, at its sole discretion, to accept or reject any and all proposals and to waive informalities when it is in the best interest of the Board to do so. All proposals must remain valid for a period of ninety (90) days or until the MCSB approves the contract. The School Board will automatically reject the response of any person or affiliate who appears on the convicted vendorlist prepared by the Department of General Services, State of Florida, under Section 287.133(3) (d), F.S. (1997). Recommendation to the District School Board of Monroe County will be based upon a proposal(s) that represent the best interest of the District and award of the contract will be deemed by the board to be in the best interest of Monroe County. SCOPE OF WORK I. GENERAL INFORMATION A. The School Board of Monroe County, Florida ("School Board") is interested in entering into continuing contracts with one or more qualified construction management firms to provide Districtwide Construction Management Services. The specified services shall consist of providing Construction Management Services throughout the School District, as required and directed by the School Board, on its various new construction, remodeling, renovation, life safety, maintenance and repair projects. B. Construction Management Services" means those services whereby the construction manager is selected to provide consulting services during the design phase; and management and contractual responsibility for the total construction project under a negotiated fee and guaranteed maximum price construction contracting method. A fee is negotiated for profit, overhead, and direct management costs. Trade contracts are awarded by the construction manager based on competitive bids received in response to invitations to bid issued by the construction manager. A guaranteed maximum price is provided by the construction manager, and the total price paid to the construction manager is either the fee plus the actual cost or the guaranteed maximum price, whichever is less. C. "Continuing Contract for Construction Management Services" means a contract with a construction manager for work during a defined time period on construction projects described by type, which may or may not be identified at the time of entering into the contract, and under which the estimated construction cost of each individual project or study activity costs do not exceed the amount permitted by law, specifically Section 287.055, Florida Statutes (currently $4 million and $500,000, respectively) or for work of a specified nature as outlined herein or in the contract. D. The Contract(s) shall be awarded pursuant to the Consultants' Competitive Negotiations Act (CCNA), Florida Statutes Section 287.055, et seq. E. The School Board intends to award contracts to multiple firms to ensure consistent availability of construction management services for projects throughout each school year. Interested firms should consider that a continuing services contract does not guarantee award of a specific project nor exclusivity to perform services for any specific project. II. SCOPE OF SERVICES A. The scope of construction management services will be identified on a project-by-project basis and will vary depending on project needs. A projectscope may include, but is not limited to, alterations and additionsto existing facilities, renovations, site improvements, new construction, facility demolition, utility upgrades and improvements, electrical system upgrades, mechanical system upgrades, and plumbing system upgrades. All services shall be performed pursuant to applicable law, rule, or regulation and pursuant to applicable policy of the School District. The School District reserves the right to add or delete, at any time, any or all tasks or services. No self-performance of trade construction work by Contractor is permitted. 1. The firm(s) selected under this continuing contract will be responsible for assigned projects each having estimated construction cost or study activity costs not exceeding $4 million and $500,000, respectively. 2. It is anticipated that the District will award contracts through this solicitation to at least three of the most highly ranked firms. The School Board reservesthe sole right to select more orlessthan three Construction Managers as it deems necessary. 3. This will be a multiple award contract for an initial period of one year with an option to renew for three additional one-year periods. The total term of the agreement (including all renewals)shall not exceed four (4) years. 4. Selected firms will be required to adhere to guidelines and code as set forth by Florida Building Code, Florida State Requirements for Educational Facilities, and Design Standards for assigned projects (unless otherwise instructed by MCSB).
