Description

As of August 16, 2022, this project has not yet been awarded. A timeline for award has not yet been established. The project consists of repairing/rehabilitating the existing 72" corrugated metal pipe underneath West Georgia Drive on the campus of the University of West Georgia. The project will include removing and replacing approximately 20 lf of pipe that has separated from the culvert on the downstream end, installing a new concrete headwall on the upstream end of the culvert, spraycast lining of the entire length of the 72" culvert, extending an existing 24" storm sewer with structures and piping, clearing and grubbing as needed for construction of storm sewer systems, saw-cutting and demolition of existing sidewalk as necessary for removal and replacement of the separated portion of the storm sewer culvert, sidewalk replacement, installation and removal of temporary construction fencing around project limits, erosion control (installation, maintenance, and removal), and permanent stone and vegetative stabilization. There are several utility lines within the project area that are critical to UWG's infrastructure, so care must be taken by the contractor to work around those utilities and keeping them active during construction. The contractor will be required to maintain good communication and coordination with Project Engineer, UWG Project Manager, and City Engineer throughout construction of the project. Proposals shall be evaluated by the Engineering Department of the City of Carrollton, GA based on the following criteria: 1. Total Bid Price - 50% 2. Quality of work and references based on examples provided and those developed by the City - 50% A score of 1 to 10 will be given for each of the above criteria and the scores weighted based on the percentages listed above. The Contractor with the highest total score will be selected for the project. The City reserves the right to reject any and all Bids, in whole or in part, with or without cause, and to waive informalities, technicalities or irregularities in the Bids or the Contract Documents. Also, this project is of sufficient complexity that the City reserves the right to reject any contractor who does not have previous experience with projects of a similar nature and complexity. The City, in its sole discretion, reserves the right to select the Bidder that it deems most advantageous to the City. Each Bid must be accompanied by a Bid Bond duly executed by the Bidder as principal and having as surety thereon a surety company licensed to do business in the State of Georgia and listed in the latest issue of U.S. Treasury Circular 570, in the amount of five percent of the bid. A letter of credit or bank guaranteed check, from a local bank, may be submitted in lieu of bond. Cash or personal checks will not be accepted. Each Proposal shall be submitted in a sealed envelope with the Contractor's name and their Georgia utility contractor license number, not the license number of a Utility Manager nor a subcontractor's Georgia Utility Contractor License Number, on the outside of the envelope. The envelope shall clearly state "Sealed Proposal for the UWG West GA Drive Culvert Replacement". The City of Carrollton in accordance with Title VI of the Civil Rights Act of 1964 and 78 Stat. 252, 42 USC 2000d--42 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, part 21, Nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. The successful Bidder for this Contract will be required to furnish a satisfactory Performance Bond and Payment Bond each in the amount of 100 percent of the Bid.
