| Description | The Water Services Department (WSD) 91st Avenue Wastewater Treatment Plant (WWTP) maintains a permit issued by the Maricopa County Air Quality Department (MCAQD) that requires the 30-minute averaged hydrogen sulfide concentration to remain at or below 0.03 parts per million (ppm) at the nearest occupied space. Emissions testing may be required by MCAQD or the WSD in the following instances: - renewal of the permit - start-up of the odor source and/or odor control system - WSD receipt of three (3) odor complaints within any 12 consecutive month period - at the written request of MCESD and/or WSD staff. | ||||
