Description

For Multiple Provider Encampment Site Waste Removal and Cleanup or Clean Only Services in Monterey, Santa Cruz and San Benito Counties The documents and files attached to this solicitation do not have any updates for digital accessibility at this time. Contractor shall provide Encampment Site Waste Removal and Cleanup Services. Contractor shall collect, remove, transport, and legally dispose of all environmentally-regulated, biological and hazardous waste (HazWaste), and contaminated materials, debris, waste and other substances (collectively the HazWaste Materials) and also cleanup the sites so that no HazWaste Materials remain on the site (collectively the HazWaste Services). Bidder shall possess at the time of bid submittal and for the duration of the Agreement, a valid and current Hazardous Substance Removal (HAZ) Certification from California Contractors State License Board (CSLB). Bidder shall possess at the time of bid submittal and for the duration of the Agreement, a valid and current Hazardous Materials Certificate of Registration issued by U.S. Department of Transportation Pipeline and Hazardous Materials Safety Administration. Bidder shall possess at the time of bid submittal and for the duration of the Agreement, a valid and current Hazardous Materials Transportation License issued by California Highway Patrol (CHP). Bidder shall possess at the time of bid submittal and for the duration of the Agreement, a valid and current Trauma Scene Waste Management Practitioner Certificate (from State of California Department of Public Health, Medical Waste Management Program). Bidder shall possess at the time of bid submittal and for the duration of the Agreement, a valid and current Waste Tire Hauler Registration Decal (for each vehicle with effective and expiration dates) issued by Cal Recycle. Bidder shall possess at the time of bid submittal and for the duration of the Agreement, a valid and current Hazardous Waste Transporter Registration issued by the California Department of Toxic Substances Control. Bidder shall possess at the time of bid submittal and for the duration of the Agreement a Pest Control Business (PCB) or Pest Control Main (PCM) license. Bidder shall possess at the time of bid submittal and for the duration of the Agreement, a valid and current Motor Carrier Permit issued from the California Department of Motor Vehicles (DMV) as described in Item 9 of this Invitation for Bid and in Exhibit E of the Proposed Forms of Agreement, Attachment 9. Bidder shall possess at the time of bid submittal and for the duration of the Agreement, a valid and current registration with the Department of Industrial Relations (DIR). All labor shall be performed by the employees of the prime performing any element of work as described in the Scope of Work. By submitting its bid, Bidder certifies, under penalty of perjury, that its Contractors State License Board (CSLB) license is in a classification appropriate to the work to be undertaken as identified in the Proposed Form of Agreement, Exhibit A, Scope of Work, Attachment 9. This requirement has also been added in the Proposed Form of Agreement, Exhibit E, Attachment 9. Bid Requirements and Information, Section 11, Contractors License, for submittal requirements. Only firms certified as a Small Business or Micro Business with the Department of General Services (DGS), Office of Small Business and DVBE Service (OSDS) or contractors who commit to subcontracting a minimum of 25 percent (25%) of their net bid price to SB or MB, in the categories most appropriate to accomplish the prescribed services, will be granted this preference State General Prevailing Wage Rates will apply for the Counties of Monterey, San Benito and Santa Cruz as described in the attached Proposed Form of Agreement (Attachment 9). The predetermined general prevailing wage rates published by the Director of Industrial Relations may be obtained via the Internet or by contacting the Contract Analyst listed on the first page of this solicitation. It is the bidder's responsibility to use the correct classification determination published by the Department of Industrial Relations (DIR). Caltrans reserves the right to reject all bids for reasonable cause.
