Description

The approximate linear feet of the fence will be 1, 440 feet with pedestrian access "gaps" of about 4-5 ft. in width spread throughout the overall length of the project (the city will mark these approximate locations). 1. Fence post to be 6x6x8 agriculturally treated post set 8 feet apart on center. 2. Post options may be either: A. Driven into the ground, in which case they must be driven 5 ft. into the ground, or: B. Post may be placed into 12-inch-wide post hole with 6 inches of crushed concrete at the bottom provided by the City, with at least 36 inches of the post below ground level. 12 inches of concrete is to be placed around the bottom of the post in the hole before filling. C. If contractor chooses to drill post holes and not to use concrete, the post must be 5 feet in the ground on 6 inches of crushed concrete that the city will provide. 3. Rails will be standard 2x6x16 treated wood, free of bark, twists, bows and any other warping. Rails are to be staggered as displayed in the attached drawing. 4. Rails will be attached with appropriate length deck screws that will resist rust and deterioration. 5. Where rails attach to posts a cover piece shall be attached to span both rails to hide the screw heads used to attach the rails. Bidders must complete all blanks on the enclosed Bid Form, or the bid may be subject to rejection. No bid will be entertained unless it is prepared upon the City of Bainbridge Bid Form and signed in ink by an official of the company submitting the proposal. All prices quoted shall be firm for a period of 30 days from bid opening. The City of Bainbridge requires a minimum of 30 days to make payment to successful vendor after receipt of goods. However, cash discounts for early payment will be taken into consideration. If such a discount is available, please note this in your bid proposal. Local Procurement Preference: A local preference of 2% for qualifying Decatur County Business will be permitted when evaluating bids for supplies, equipment, materials, and personal services that are not a part of a construction site. The Contractor shall be responsible for furnishing all necessary permits as required by the City of Bainbridge prior of start of construction (The City will waive the permit fees). The Contractor is required to obtain permits along with required insurance. Proof of approved final inspections relating to these permits shall be required before final payment is made. The Contractor shall maintain adequate liability insurance, which shall protect and save harmless the City of Bainbridge, Georgia, and its officials from all suits and actions of every kind and description arising from injury or damage to persons and property in the prosecution of said work or in failure to properly safeguard same, and from all claims arising under the workmen's compensation laws. The contractor shall furnish proof of said insurance prior to commencement of services. Separate forms, which name the City as additional insured must be included with the Certificate of Insurance. Please make sure prior to submitting a bid that all insurance endorsement forms have been reviewed by your insurance carrier. Under such circumstances, the acceptance of a proposal by the City shall be deemed to be an acceptance and be binding upon both parties. A proposing offer should therefore be based on the most favorable terms available from a price, business requirements and technical standpoint. Contractual commitments are contingent upon the availability of funds, as evidenced by award of contract. Once awarded, the contract will be the final expression of the agreement between the parties and may not be altered, changed, or amended except by mutual agreement, in writing. All requested information in the Bid must be supplied with the bid; any exceptions shall be clearly identified, referencing page number and category of bid. The written explanation shall include the scope of the exceptions, the ramifications for the City, and the description of the advantages or disadvantages to the City as a result of such exceptions, the City, at its sole discretion, may reject any exceptions or specifications within the bid. The City of Bainbridge reserves the right to accept or reject any part of or all bids, and to waive technicalities or formalities in bidding, and the right to negotiate with the low bidder to reach a final contract, and to accept the bid deemed to be in the best interest of the City. The City reserves the right to reject any and all bids, and to waive informalities in bids, received, to accept or reject any and all of the items bid, and to award the contract in whole or in part and/or negotiate any and or all items with individual Bidders if it is deemed in the City's best interest. Moreover, the City reserves the right to make no selection if bids are deemed to be outside the City's fiscal constraint or not in the best interest of this City.
