Description

Township of Pennsauken ("Township") is seeking proposals from experienced and qualified firms to provide Construction Management Services in connection with the construction of a new facility that will house the Township's Library and Municipal Administration ("Project"), as more fully described in the Request for Proposals ("RFP"), available from the Township's Administration Office, 5606 N. Crescent Boulevard, Pennsauken, New Jersey, and which are available from said office weekdays between the hours of 8:30 am to 4:30 pm, telephone number (856) 665-1000 x124 or email at pforman@pennsauken.gov It is expressly understood that the respondents are responsible for getting the proposals prior to the time and date set for the proposal opening. The Township strongly encourages prospective respondents to submit their sealed proposals prior to April 20, 2023 via certified mail or overnight delivery along with requiring a signature. Proposals from qualified responders will be evaluated in accordance with the criteria set forth in this RFP. The requests are being made to ensure the Township receives the highest quality service through a fair and open process in accordance with N.J.S.A. 19:44A-20.4 et seq. Respondents may withdraw Proposals at any time before proposal opening. Any proposal received after the closing time will be returned unopened. THE RESPONDENTS SHALL ASSUME FULL RESPONSIBILITY FOR PROPER AND TIMELY ROUTING OF ANY PROPOSAL MAILED or SENT BY DELIVERY SERVICE IN ORDER TO ENSURE THAT PROPOSALS ARE PRESENT AT THE TIME and SPECIFIC LOCATION FOR THE PROPOSAL OPENING. This new combined three-story facility will be approximately 53,000 square feet in gross area with 37,500 square feet allocated for the library and 15,500 square feet allocated for municipal spaces. A shared basement will also be incorporated for utilities and storage. Review of Construction Documents is strongly recommended, but not required. Failure of a proposer to examine or make themselves aware of the scope and scale of the Project, shall not excuse proposer from any obligations to comply with the requirements of the respective Construction Documents, and the desired construction management services appropriate to the Project. Any questions or requests for clarifications shall be submitted in writing to the Architect's office ten (10) days, Saturdays, Sundays and holidays excepted, before the established date for Proposal Opening, by emailing Jeff Schlecht, AIA at jschlecht@rscarchitects.com. Any RFP Addenda will also be issued on the Township website, and processed in accordance with N.J.S.A. 40A:11-23(c)(1). All interested respondents should check the website from now through RFP opening. It is the sole responsibility of the respondent to be knowledgeable of all addenda related to this procurement. The Township reserves the right to waive minor informalities or nonmaterial exceptions in, or to reject, any or all bids pursuant to N.J.S.A. 40A:11-13.2, as may be permitted by law. Respondents shall comply with the requirements of N.J.S.A. 10:5-31 and N.J.A.C. 17:27 et seq.
